This position is aligned under the Chief of Staff's office in the Central Virginia Veterans Administration Healthcare System in Richmond, Virginia and reports directly to the Whole Health Medical/Clinical Director.

Responsibilities

The Whole Health program manager, under the direction of the Whole Health Medical/Clinical Director, exercises broad supervisory authorities. The Whole Health Program Manager functions as the leader of the Clinical Track, the Wellbeing Track, the Pathway Track and the Clinical Immersion Education Track for wellness services and programs.

Duties include, but are not limited to the following tasks:
    • The incumbent directs, supervises, and evaluates performance of the personnel for the WHP to include one program support assistant and two Nurse Practitioners and collateral duties of a multitude of staff across the organization.
    • Demonstrates the knowledge of evidence-based practices and clinical practice guidelines, methods, and techniques in multiple professional areas, This includes the ability to use these resources to guide the program staff in providing clinically appropriate treatment interventions and performance improvement.
    • Translates national policy, procedure, directives and implementation guidance into local procedure and policy.
    • Facilitates and serves as a subject matter expert to develop new position series, credentialing & privileging, qualifications and supervision as these staff may be hired across service lines in multiple settings.
    • In concert with the Medical/Clinical Director, establishes organizational structures and guidelines, assumes responsibility for program planning and staff development across a variety of clinical settings for implementation systems, and is able to apply that knowledge as dictated by the exigencies of daily business.
    • Distribution and balance of workload among employees in accordance with established work flow or job specialization, assuring timely accomplishment of the assigned workload.
    • Preparing and producing reporting on expected timelines of completion of work, and maintaining records of work accomplishments and time expended and preparing reports as requested.
    • Guides employees in specific tasks and job techniques and making available written instructions, reference materials and supplies.
    • Provides on the job training to new employees in accordance with established procedures and practices.
    • In concert with the Medical/Clinical Director serves as primary facility point of contact for dissemination of the WHP program information as well as evidence-based complementary approaches; WHP campaigns and events.
    • Maintaining a current knowledge and answering questions of other employees on procedures ,policies, directives, etc. and obtaining needed information or decisions from supervisor on problems that come up.
    • Provides full staff assistance on administrative matters affecting patient care, education, research, and organizational policy.
    • The incumbent is the approving official for various Fund Control Points and is responsible for the budget for the WHP program office and sections within the WHP program including, but not limited to, salary of personnel; services related to fee-based screening; enhancements to existing complementary approaches; group wellness approaches; promotion of healthy eating; patient engagement; facility space; training and travel activities for staff development and VISN WHP Program Strategic planning meeting;

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education and Supervised Practice(1) The individual must have earned a bachelor's degree from a U.S. regionally accredited college or university or foreign equivalent and fulfilled each of the following criteria:
(a) Completed a didactic program in dietetics accredited by the Accreditation Council for Education in Nutrition and Dietetics (ACEND), formerly known as the Commission on Accreditation for Dietetic Education (CADE).
(b) Completed an ACEND accredited or approved supervised practice program. Supervised practice programs are post-baccalaureate degree programs that provide supervised practice experiences which meet the eligibility requirements and accreditation standards of ACEND, formally known as CADE. Completion of a coordinated program in dietetics fulfills the requirements of a supervised practice program. Time spent in a dietetic internship or supervised practice program does not qualify as creditable experience.
(2) Individuals who have earned college and/or university degrees outside the United States and its territories also must have their transcripts evaluated by a foreign transcript evaluation service to determine if their degree is equivalent to a degree granted by a regionally accredited college or university in the United States. Validation of a foreign degree does not eliminate the need for
verification of completion of didactic program, dietetic internship, or coordinated program requirements. The completion of ACEND didactic program requirements and at least a bachelor's degree from a U.S. regionally accredited college/university or foreign equivalent are necessary for eligibility to enter an ACEND-accredited supervised practice program.
c. Registration/Certification. All applicants must be registered with the Commission on Dietetic Registration (CDR) the credentialing branch of the Academy of Nutrition and Dietetics formerly known as the American Dietetic Association (ADA). Advanced Level Practice Dietitians must possess a minimum of one advanced practice credential relevant to the area of practice, (e.g. Certified Nutrition Support Clinician (CNSC), Board Certified Specialist in Renal Nutrition (CSR), Board Certified Specialist in Gerontological Nutrition (CSG), Certified Diabetes Educator (CDE), or Board Certified Specialist in Oncology Nutrition (CSO)).

Preferred Experience: Completion of 1 year of experience equivalent to the next lower grade level closely related to the position being filled, and must fully meet the KSA's at that level.

Grade Determinations: Completion of 1 year of experience equivalent to the next lower grade level (GS-12) closely related to the position being filled and must fully meet the KSA's at that level.

Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSAs:
  • 1) *Demonstrated skill in making decisions on problems presented by subordinate supervisors, team leaders, or other personnel.
  • 2) Skill and ability to effectively communicate and advise senior management officials.
  • 3) Knowledge required to serve as a recognized expert on the theories and practices of clinical nutrition and/or food service systems management to provide authoritative advice and coordination of nutrition care programs and resolve complex, controversial, or precedent-setting matters.
  • 4) Ability to translate management goals and objectives into well-coordinated and controlled work operations.
  • 5) *Ability to assess qualifications, abilities and continuing education needs of staff and determine appropriate resources to meet those needs.
  • 6) *Ability to manage/supervise, i.e., plan, organize, delegate, direct, control, review activities of the program and coordinate with multidisciplinary team members and subordinates.

The full performance level of this vacancy is GS-13.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Employee may be required to work extended hours on occasion as needed, past a usual 8 hour day. Constantly required to respond to urgent action items and prepare issue briefs with short turnaround times which is very stressful. Work is typically performed in an adequately lighted and climate controlled office. Occasional operation of a motor vehicle may be required.
