Summary

This position is located in the Architect of the Capitol, Office of the Facility Manager, Supreme Court Buildings and Grounds, Operations and Maintenance Division, Maintenance Branch-Night. The ideal candidate serves as Painter-Decorator and will be responsible for extraordinary, historical finishing and other projects involving historic colors, complex striping and designs. This is a night shift position with an alternate work schedule availability.

Responsibilities

Tour of Duty (Night)

Night Shift employees have the option of working (4) 10-hour work schedule. Third Shift work begins at 8:00 P.M.

This position is essential. The employee is required to report to work during emergencies and inclement weather situations. Tour of duty may include holidays and weekends on a regular or recurring basis. Rotating shift work may also be required at management's discretion.

This is a Journey Level Painter-Decorator position (Decorative Painting Skills and Experience Must Be Reflected in the Applicant's Resume)

Major Duties Include

Preparation of Surfaces for Coating

Uses specialized skills and knowledge to prepare surfaces, inclusive of decorative surfaces or artwork for painting or restoration.

Removes old paint from corridors, stairwells, rooms and trim using solvents, scrapers, sandpaper or blowtorches. Removes old wallpaper using steam strippers. Fills holes and cracks with putty. Sands and evens out dents and scars to assure a smooth and level surface using sanders, scrapers, sandpaper, hand tools, wire brushes, and paint remover. Applies prime coat to surfaces. Uses resins and plastic compounds to prepare baseboards, doors, wooden floors and interior trim. Smooths other hard surfaces using abrasive compounds. Fills dents and treats surfaces with pre-coating agents.

Cuts and installs window and picture frame glass.

Erects scaffolding and ladders. Covers floors and non-movable furniture with drop cloths.

Application of Coating Materials

Performs painting duties such as prepares surfaces in preparation for coatings to be applied. Fills in holes and cracks using the appropriate putty fillers. Applies coatings to specified areas ensuring the surfaces are free from skips, runs, and drips. Applies coatings using brushes, rollers, and spray paint equipment. Prepares coating materials using guidelines set by the manufacturer, by tinting, toning, etching, blending, and mixing.

Uses measuring equipment (i.e., Zhan cup) to achieve the proper viscosity and thickness for applying the coatings. Applies prime, intermediate and final coats of semi-gloss, gloss and other paint, lacquer, enamel, varnish and shellac. Ensures that match, texture and appearance meet finish requirements.

Performs intricate painting and decorative work requiring skill to apply gold leaf or restore decorative surfaces. Applies paint, wallpaper and varnish to decorate, maintain, protect or restore interior and exterior surfaces.

Performs color glazing, graining, lettering, marbling, stenciling, stippling and striping. Repairs and restores painted areas and architectural features using artist brushes. Brushes, rolls or sprays paints, stains, varnishes and other finishes.

Matches color and texture of interior finishes where there is a requirement for an exact match with the original finish.

When required, provides guidance and instructions to contract painters assigned to a specific project for painting the building interior. May provide assistance to mix larger quantities of paints. Ensures that temporary painters are supplied with equipment, materials and tools.

Follows all relevant safety rules, regulations and standard operating procedures. Utilizes knowledge of and complies with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Ensures the use of any required Personal Protective Equipment (PPE).
