Responsibilities

As the Deputy Director, DSSC, you will be responsible for the following duties:
-Assist the Director with coordination and oversight of Field Activity programs, which includes analysis and development of the workforce, designing major program and operating plans, establishing policies and setting goals to ensure the most effective application of available resources to achieve DSSC goals and planning, formulating, developing, implementing, evaluating, and reporting on the effectiveness of DSSC activities.
- Provide advice on the fiduciary and administrative operations of the DSSC directorates and programs involving high visibility initiatives requiring significant executive level involvement.
- Actively correct workplace problems, solve challenges and resolve disputes. Use effective communication skills to build cohesive work teams, develop individual skills and improve performance. Solicit and consider feedback from internal and external stakeholders or customers to adjust workflow and team operating dynamics.
- Handle all major operational and policy issues encountered, to ensure full coordination with affected stakeholders.
- Maintain high-level contact with senior officials in the Department of Defense, the Military Services, and other Federal Departments.
-Support an effective and aggressive management controls system to assess vulnerability and promote avoidance of fraud, waste and abuse of government resources.
- Ensure sound organizational and managerial principles are used in organizing DSSC into staff and operational elements to deliver effective oversight and integration of assigned missions that cross across DHRA policy domains.
- Support DHRA's long range strategic planning and the Field Activity's achievement of established performance goals by balancing the interests of a range of stakeholders to ensure responsiveness to both internal and external customers.
- Establish and articulate organizational objectives to ensure alignment of human resources objectives.
- Develop and supervise a program of planned training and development for the military, contractor, and civilian staff to ensure maximum efficiency in performance of duties and outcomes, and to encourage incumbent self-development efforts.
- Ensure a continuing affirmative application of DHRA policies concerning equal opportunity.
- Serve successfully as Director in the absence of the Director.

Qualifications

EXECUTIVE CORE QUALIFICATIONS (ECQs):All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. If you fail to do so will result in a rating of 'ineligible.' When responding to the Executive Core Qualifications (ECQs), you must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of this position by submitting narrative responses in which you detail your experience in each of the ECQs. Your examples should be clear and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. You should limit your narrative to two pages per ECQ, and address each ECQ separately.

ECQ 1 - LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

ECQ 2 - LEADING PEOPLE: This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Applicants that are either Career SES members, or graduates of the Office of Personnel Management Certified Development Program are not required to address the ECQs

TECHNICAL QUALIFICATIONS: All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Please limit your written statements to two pages per TQ.

1. Ability to communicate and work effectively with senior decision-makers within the Federal Government and lead senior leader teams and work groups to collaborative and successful decisions and results-oriented outcomes. Includes demonstrated ability to successfully create inter-agency or joint partnerships within DoD and/or across the Federal Government

2. Demonstrated ability to achieve major policy, plans, programs, and operational goals and objectives through data analyses and performance metrics, and apply optimized process/technology innovations

3. Experience leading and managing a complex organization using organizational development, knowledge management, strategic planning, and process improvement methods and projects, including developing and executing business process reengineering initiatives that respond to a dynamic organizational environment.

Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

The best-qualified candidates will be distinguished from other applicants by an evaluation panel of senior level subject matter experts and executives referencing the technical and executive core qualifications.

Background Investigation: This position is designated special sensitive as defined in DoD 5200.2-R and therefore requires that a personnel security investigation be adjudicated for security eligibility on a pre-appointment basis. The incumbent must complete a Single Scope Background Investigation (SSBI) and favorable adjudication by a determining authority and be eligible for a Top Secret clearance and access to sensitive compartmented information (SCI).
