This position is in the Office of Nuclear Reactor Regulation (NRR), Division of Advanced Reactors and Non-power Production and Utilization Facilities (DANU), Advanced Reactor Licensing Branch (UARL). The supervisor is William Kennedy. This position is in the Bargaining Unit. Selectee is not subject to Office of Government Ethics Confidential Financial Disclosure reporting requirements (subject to change). Responsibilities

Serves as project manager for one or multiple projects involving applicants, licensees, industry groups, other governmental agencies, international regulators, or vendors, as well as agency stakeholders. Manages and resolves unusual or complex technical, regulatory, licensing and/or policy issues and projects that may include complicated and precedent setting tasks. Performs a wide variety of project management administration activities, such as developing project schedules and supporting acceptance reviews. Conducts work assignments by implementing modern, risk-informed, and/or transformational approaches.

Manages, coordinates, and performs reviews of license applications or licensing actions. Coordinates the development of regulatory infrastructure and/or guidance to support reviews. Recommends agency action for licensing actions. Ensures reviews are consistent with NRC policies and regulations, precedents, and other documents. Manages the resolution of unique, first-of-a-kind technical issues identified in the review.

Performs complex technical reviews within areas of expertise, to include those that are unprecedented. Independently develops and/or reviews requests for additional information, the various sections of safety evaluations, and other key correspondence prepared by technical organizations. Prepares safety evaluations, public notices, routine correspondence, etc., for final processing by administrative staff.

Assists in the resolution of inconsistencies and differences of opinion among NRC technical organizations, NRR staff, licensees, and the industry group, owner's group, or vendor. Ensures that actions are completed within prescribed time periods in accordance with office goals.

Performs a wide variety of project management administration duties.

Schedules, conducts, and participates in meetings with applicants, licensees, industry groups, other governmental agencies, international regulators, or vendors, as well as agency stakeholders. Prepares the agenda and coordinates preparation for discussions on technical or policy issues. Coordinates and/or presents briefings on design, licensing, or operational issues, and other technical or policy issues to staff review groups, NRC upper management, and the Advisory Committee on Reactor Safeguards (ACRS).

May lead or support Agency participation in international activities within areas of expertise consistent with NRC policies, as assigned by the supervisor.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level (GG-13) in the Federal service or equivalent experience in the private or public sector.

SPECIALIZED EXPERIENCE: Experience managing safety or environmental reviews, resolving licensing or policy considerations, developing guidance, and/or performing rulemakings which demonstrate technical knowledge of NRC programs and policies.

Education

GG-0801 (General Engineering Series):

Basic Requirements:
    • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
    • Combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by meeting additional OPM requirements.

GG-1301, (General Physical Science Series):

Basic requirements:
  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR
  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Salary rates subject to change if a pay adjustment is approved for 2021.
