Summary

This position is located in the Department of Labor (DOL), Mine Safety and Health Administration (MSHA), Office of Standards, Regulations, and Variances (OSRV), Economic Analysis Division. The OSRV is responsible for promulgating health and safety standards for all the nation's miners pursuant to the Federal Mine Safety and Health Act of 1977 as amended by the Mine Improvement and New Emergency Response (MINER) Act of 2006.

Responsibilities

As an Economist, the incumbent will initiate, design, coordinate, and execute major special studies and continuing research projects of unprecedented economic data or problems and draw meaningful conclusions from those studies. Provides expert technical advice and consultation on economic matters to government officials and private organizations or the general public. The incumbent applies professional knowledge of economics in the performance of duties that include: research into economic phenomena, analysis of economic data, and the preparation of interpretive reports; advice and consultation on economic matters to governmental officials and private organizations or citizens; and the performance of other professional work in economics.

Qualifications

In addition, to the Basic Requirements outlined under education requirements, to qualify applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal Service completing the following:

The ideal candidate must have:
  • Demonstrated professional knowledge and skill in the field of economics. Knows highly specialized theories, principles, and concepts of economics sufficient to serve as a technical expert and advisor for the agency on pertinent issues pertaining to economic analysis.
  • Mastery of broad areas of statistical procedures, mathematics, and econometrics to develop creative solutions to analytical problems and apply complex theories, concepts, and methods such as data analysis; estimation and variance estimation; regression; analysis of variance; modern survey and sampling design; research, experimentation, and the scientific method; state of the art statistical or mathematical methodology and tools; and statistical computing, including modeling and simulation.
  • Ability to identify issues, define problems, analyze and conduct complex policy research and evaluations in order to develop detailed reports, regulatory guidance, and options for policy and resource issues.
  • Skill in researching problems and issues, including evaluating the content of new or modified legislation to determine its impact on programs and resources.
  • Mastery of oral and written communication skills sufficient to articulate policy recommendations and supporting arguments clearly and concisely.

The incumbent is expected to do the following:
  • Be able to adapt prior statistical software skills to tools provided by the agency.
  • Occasionally serve as the technical expert for system design and/or testing for the Economic Analysis Division.


Education

Basic Requirements
1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

2. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

Evaluation of Experience

Examples of qualifying experience include:

1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:

1. economic statistics;
2. industrial surveys;
3. management of individual business enterprises, including farms;
4. industrial planning;
5. writing or editorial work in economic subjects; and
6. financial market analysis.
