The Information Technology Division (ITD) is responsible for the planning, development and management of the information technology systems and subsystems that support District of Columbia Courts' (the Courts) case flow, office automation, special programs, and management operations. The Division designs and administers system configuration and architecture including hardware and software, telecommunications, network operations, desktop systems, and system security.

The Chief Information Officer (CIO) has responsibility for coordinating Court-wide information technology and business life-cycle management activities, including building and maintaining an information technology infrastructure, directing future IT investments, providing leadership for the Courts' IT planning, and ensuring interoperability of the Courts' systems. The CIO develops the IT Division's strategic goals and objectives which are aligned with the DC Courts' Strategic Plan. the CIO will serve as a member of the Courts' operating committees and advise the Courts on matters pertaining to IT planning, acquisition, management, use, control, and alignment with organizational strategies and priorities.

  • Manages overall operations of the Division by defining clear lines of protocol, authority, responsibility and accountability for all Division staff
  • Directly responsible for timely accomplishment of the strategies and objectives of the division to meet division management action plan (MAP) objectives and court strategic plan goals
  • Assesses efficacy of operations; identifies needs and initiates enhancements while keeping the Executive Officer informed
  • Directing the Courts' enterprise architecture, including promotion of effective IT operations by overseeing the implementation of budget-linked planning and performance-based management; establishing clear accountability to promote greater coordination and ensuring greater visibility of IT activities; for determining whether proposed new systems should be performed in-house, by another agency, or by the private sector; for facilitating the development, implementation, and maintenance of a sound integrated IT architecture; and for promoting effective
  • Communicating and collaborating with Division Directors and other Courts' senior managers, vendors, contractors, and outside agencies to efficiently and effectively deliver IT services.
  • Directing and leading the establishment of unified standards for information resource management activities, which include designing, implementing and monitoring Key Performance Indicators (KPIs), and evaluating the quality, effectiveness, and use of all the Courts' information systems and processes to meet the program and administrative requirements of the Courts and its customers.

MINIMUM QUALIFICATIONS: A bachelor' degree in computer science, management information systems, systems engineering or a related field plus ten (10) years of specialized experience in IT disciplines such as applications development, database management, infrastructure management, production environment management, IT security or network management with at least six (6) years supervisory experience of IT professional staff.

Preferred: Master's degree in the computer science field.

To qualify you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Court Executive Service Core Qualifications (CESCQ) listed below. Typically, experience of this nature will have been gained at or above the GS/JS-15 grade level in the federal/DC Court service or its equivalent in the public/private sector. Candidates must possess senior level management and technical experience. Candidates experience must have been at a high level of difficulty to show clearly that the candidate possesses the professional and technical, as well as program knowledge, skills, and abilities outlines under the five CESCQ. Failure to meet the basic qualification and address the CESCQ factors automatically disqualifies an applicant. You will need to upload your responses to the CESCQ or your application will be considered incomplete. An application is also considered incomplete if "see resume" is the response for the CESCQ.

COURT EXECUTIVE SERVICE CORE QUALIFICATIONS (CESCQ): All applicants must submit written statements. Your narrative response must not exceed two (2) pages per CESCQ and needs to include at least (2) examples per CESCQ. The CESCQs were designed to assess executive experience and potential not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of CES positions.

You must address each CESCQ separately. You are required to respond to all CESCQs. If you fail to do so, you will be rated as ‘ineligible'. Each response should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions.

CESCQ 1 LEADING CHANGE: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this CESCQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. CESCQ 5 BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Courts, Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
