Responsibilities

Responsible for developing broad guidelines and policy for Trust Fund Systems at the national level that will affect all "program-specific" security requirements.

Serves as the BOP Management Official with responsibilities for directing a comprehensive program of audits and assessments of the Bureau's information technology and security programs within the broad range of authorities delegated to the Trust Fund Branch.

Responsible for compliance management and coordination of all federally mandated security programs and plans within the Bureau of Prisons.

Ensures the adequate physical security controls, administrative procedures, personnel security, and hardware/software security features are implemented in ADP and telecommunication systems to comply with applicable regulations.

Responsible for planning, managing, conducting, and reporting on complex system audits and reviews.

Provides expert-level consultative advice and critical analysis to DOJ officials on IT and security matters.

Travel Required

Qualifications

To be considered for the position, you must meet the following qualification requirements.

Basic Requirements:

Education:

There is no substitution of education for specialized experience at this grade level.

OR

Experience:

You must have IT related experience demonstrating each of the four competencies listed below:


  • Attention to detail - Is thorough when performing work and conscientious about attending to detail.
  • Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  • Oral communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

AND

Specialized Experience:

You must have one year of specialized experience at the next lower level in federal government. Specialized experience is experience that has equipped the applicant with the particular qualifications to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT.

Some examples of this qualifying experience are:

  • Experience working with advanced information technology (IT) principles, concepts, methods, standards, and practices relating to information systems security, Trust Fund systems and complex financial systems.
  • Experience preparing a variety of reports, Executive Staff papers, policies, project proposals, program evaluations, strategic plans and performance evaluations on problems and new programs for the agency.
  • Experience providing expert advice and leadership to management and staff on IT issues and auditing; experience ensuring compliance and management and coordination of all information security programs and plans.
  • Experience analyzing and evaluating technical and administrative security measures in personnel security, document security, physical security, ADP/telecommunications, security, and emergency planning.
  • Experience in planning, managing, conducting, and reporting on complex systems audits and reviews.

This position IS NOT included in the bargaining unit.

The representative rate for this position is $134,782 per annum ($64.58 per hour).

Special Conditions of Employment Section:

Initial appointment to a supervisory/managerial position requires a one-year probationary period.

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis, physical, and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.
