Summary

Copyright is a form of legal protection provided by the laws of the United States (Title 17, U.S. Code) to authors of literary, dramatic, musical, artistic, and other works. The Financial Management Division (FMD) in the US Copyright Office is responsible for oversight of financial, budgetary, procurement activities, and royalty collections and disbursements. The Chief of FMD is a multi-disciplinary supervisory position responsible for supervising multiple business units in FMD.

Copyright is a form of legal protection provided by the laws of the United States (Title 17, U.S. Code) to authors of literary, dramatic, musical, artistic, and other works. The United States Copyright Office (USCO), located within the Library of Congress and under the direction of the Register of Copyrights, administers the Copyright Law, advises Congress and government agencies on legal and policy matters; provides international representation on copyright issues; administers the national copyright registration system; provides collections materials to the Library through voluntary registration and mandatory deposit programs; records documents relating to copyright chain of title; administers statutory license provisions of the law, including collecting and distributing royalties; maintains the world's largest database of copyright public records; and, provides information and reference services to the public.

The Financial Management Division is responsible for direct oversight of all financial and budgetary activities for the USCO, including budgetary matters, accounting, and royalty collections and disbursements for certain statutory licenses under the Copyright Act.

The Chief of the Financial Management Division (Chief), working under the supervision of the Assistant Register of Copyrights and Director of Operations (ARDO), is a multi-disciplinary supervisory position responsible for supervising activities necessary to administer a complete program of financial management for the USCO, to include budget formulation, justification, presentation, and execution; financial analysis and forecasting, and financial reporting. Individual assignments are generally ad hoc; largely based on gathering and analyzing information, recommending options, and presenting qualitative and quantitative information. The Chief serves as advisor to the USCO ARDO and as an authoritative source of consultation for managers and program specialists with regard to USCO financial management activities.

While performing daily activities, the incumbent is responsible for ensuring proper handling and security of all LOC and USCO material.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a supervisory, non-bargaining position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

The Chief provides interpretation and guidance of regulatory and administrative requirements to formulate, justify, defend, execute, evaluate and report on the use of funds for which the USCO is responsible, including multiple appropriations and offsetting authorities, and collections which USCO administers in a fiduciary capacity. The Chief is an expert in federal financial management, including budgetary accounting and control; federal financial accounting activities, budget development and justification; federal legislation, regulations and guidance; and planning and performance evaluation. The Chief must acquire a thorough knowledge of the workflow and processing operations, and the statistical gathering and reporting mechanisms of the USCO, as well as the USCO and Library of Congress (LOC) financial management systems.

The position oversees supervisory and non-supervisory employees in positions relating to the USCO's financial management functions; including fee collections, purchase card activities, statistical analysis, and performance measurement.

This is a confidential position with routine and non-routine duties related to sensitive personnel and/or labor relations matters. Incumbents of this position are not members of a bargaining unit. While performing daily activities, the incumbent is responsible for ensuring proper handling and security of all Library of Congress and U.S. Copyright Office materials.
