Responsibilities

This position is not eligible for permanent remote telework.

The incumbent serves as a Program Analyst under the direction of the Chief Financial Officer, providing program policy and documentation support, including policy analysis, development and implementation. The analyst will prepare and update policy as it relates to budgetary and financial activities, functions and systems of the Library, including, budgetary and accounting standards; budget preparation; allotment of funds; control of expenditures; disbursement, collection, and investment of funds; accounts payable; purchase and travel card program management; financial administration of grants; financial data management; and financial reporting.

Collects quantitative and qualitative data and other information to assess issues and develop solutions. Analyzes current and proposed policy, regulations, and directives, and monitors the effect these policies and procedures have on the organization. Proposes approaches to solving identified issues. Uses a variety of tools and methods to forecast possible policy outcomes. Develops and maintains financial policies, procedures, and other documentation such as standard operating procedures, positions descriptions, and workflows for FSD (Financial Services Directorate) and the Library in support of FSD's mission, goals and objectives.

Works in collaboration with subject matter experts to document new, existing and reengineered business processes as needed.

Analyzes risk management and internal controls collaboratively to document changes in existing policy to support new or revised risk mitigation, internal controls, response, and recovery activities.

Monitors the implementation and compliance of policies to determine effectiveness, and identifies solutions to improve policy adoption and compliance. Develops and maintains financial policies, procedures, and documentation for FSD and the Library in support of FSD's mission, goals and objectives.

Builds and maintains relationships with Library stakeholders both internal and external to FSD. Prepares documents, briefings and speaking points as it relates to matters of policy. Coordinates the development of clear and strategic policy messages. Collaborates with stakeholders to capture and consolidate policy and key procedural related documentation.

Updates and maintains policy and messaging on FSD's intranet sites, and liaisons closely with the Office of the General Counsel to ensure pertinent LCRs and LCDs are reviewed for appropriateness and issued on the Library's Rules & Regulations intranet site. Communicates effectively both orally and in writing.

Works to implement and maintain knowledge management initiatives such as the introduction of knowledge and collaboration tools across the directorate. Documents and promulgates standard operating procedures, process documentation, and other guidelines for use and storage of data within knowledge management initiatives and other special projects.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid the minimum step of the grade.
