Summary

This assignment is a 1-year non-reimbursable assignment.

This assignment is within the Office of Policy, Cyber, Infrastructure, Risk and Resilience, Department of Homeland Security.

The position will be part-time in office until the announcement of return to work. Upon announcement, a majority in-office presence is required in accordance with the team's identified schedule.

Responsibilities

The incumbent will perform as a Policy Analyst and directly support significant national level cyber policy portfolios.

You will be primarily responsible for supporting senior DHS and CIRR leadership on matters pertaining to cyber-related technology, infrastructure, risk and resilience policy. Your typical work assignments may include:

Coordinate Departmental policy positions across Components, including soliciting, compiling, and adjudicating Component inputs.

Develop briefing materials for, and participate in, internal Departmental meetings on cyber policy topics as well as National Security Council (NSC) meetings.

Identify and assess policy gaps across the Department

Support the development of long-range strategies, priorities and planning guidance on identified cyber topics

Review, research, and provide input on new and proposed legislation, regulation, and other relevant source materials to develop policy options and/or coordinate activities with other stakeholders to implement actions across an organization's enterprise.

Represent the office during OIG, GAO, and other audit and review processes, provide technical review and clearance on draft congressional responses, testimonies, and other miscellaneous tasks

Represent DHS policy positions in interagency and other working groups to other departments and agencies, foreign, state and local governments, the private sector, and academia through clear and concise written and oral analysis, recommendations, and evaluations.

Experience in one or more of the following topic areas is preferred but not required:

Critical infrastructure cybersecurity, industrial control systems, cyber incident response, cyber effects operations, cyber intelligence

  • Must be a current permanent Federal employee

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation

Qualifications

Qualifications required:

1) Support the development and implementation of cybersecurity, technology, infrastructure, or risk policies and/or other related legislative and policy initiatives;
2) Use qualitative/quantitative methods to assess and support work that assist in determining improvements to cybersecurity, technology, infrastructure, resilience, or risk policy programs;
3) Assist with identifying, evaluating, and recommending implementation of policies;
4) Research cyber, infrastructure and resilience strategic goals and key program events/milestones to evaluate program accomplishments; and
5) Communicate orally and in writing to prepare complex reports, directives, position papers, policies, and to solicit/present information.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
