This position is located in the Federal Communications Commission, Office of General Counsel (OGC), Litigation Division, Washington, DC

Responsibilities

As the Supervisory Attorney Advisor (Deputy Associate General Counsel) for Litigation, the incumbent supervises a professional staff of senior attorney-advisers and serves as a litigation subject matter expert/authority with responsibility for: (a) handling and overseeing the handling of the defense of Commission orders in the courts of appeals and other federal courts; (b) providing legal review and advice on diverse and complex litigation and related Federal and state statutes and regulations, policy statements, court cases, and actions to provide well-reasoned and legally sufficient advice to and counsel Agency managers; (c) reviewing and drafting regulatory and legislative initiatives as so directed by the Associate General Counsel (Litigation); (d) preparing opinions, recommendations, and legal memoranda, and (e) representing the Office of General Counsel at meetings, hearings, and conferences. He/she reports directly to the Associate General Counsel (for Litigation).

The incumbent assumes full responsibility for: (a) providing litigation legal advice, legal opinions and designated agency representation before appellate courts and assists United States attorneys in representation before federal courts, which involves developing approaches, arguments and strategies relating to litigation, trials and hearings (i.e., which are often precedent setting, highly technical, have unique legal features, require unusual provisions and may be of national importance).

Qualifications

Applicant must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.

Applicant must meet both professional law experience and specialized experience.

Professional law experience is experience that has equipped the applicant with the particular knowledge, skill and abilities to perform successfully the duties of the position to be filled.

Specialized Experience: Applicant must have a minimum of one year of specialized experience equivalent to at least the GS-14 grade in the Federal service.

To Qualify for the GS-15: Applicant must possess at least four years of professional law experience and at least one year of the experience must be specialized experience at or equivalent to the GS-14 grade level in the Federal service performing the following:

Examples of specialized experience include:

Serves as a senior legal adviser and subject matter expert on advocacy and litigation procedures and cases;

Experience drafting trial and appellate court pleadings, motions and briefs to litigate before federal appellate courts;

Representing the organization to explain complex or controversial issues or negotiate resolution to problems;

Directing and conducting in-depth, complex legal research on authorities and precedents on points of law and recommending approaches to legal problems;

Providing leadership to other attorneys or professionals in meetings, discussions, or legal proceedings; and

Supervising or managing subordinate staff.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Education

You must meet the minimum basic educational requirements for Attorney positions. Education requirements include: a professional law degree (JD, LL.B., and/or LL.M). If selected, you will be required to provide an official transcript.
