This position is located in Engineering Service, Project Section, Department of Veterans Affairs, Hampton, VA Medical Center, Hampton, Virginia. The duties of this position involve performing professional engineering and scientific work such as applying expert professional knowledge of various engineering concepts, methods, and techniques to perform a variety of complex project planning and design functions for new facilities construction, renovation, and improvement projects.

Responsibilities

  • The Supervisory General Engineer is responsible for planning and operations functions of the medical center; maintenance of buildings, equipment and systems critical to patient care.
  • Preparing architectural and mechanical plans and the original and revised specifications, estimates, justifications, and plans
  • Develops initial plans for proposed new construction, alterations and additions to existing buildings, grounds and utility systems by conducting engineering surveys; determining requirements.
  • Works independently interpreting policies, establishing goals and developing deadlines.
  • Individually responsible for the coordination of the Construction Projects Sections.
  • Responsible for maintaining complete, accurate and up-to-date records, plans and specifications of all systems and equipment installed during a project.
  • Supports and works closely with Maintenance and Repair Section to assist in the accomplishment of tasks by providing pertinent plans, specifications and engineering consultation.
  • Responsible for managing the Computer Aided Facility Management System and Indus idrawings.
  • Responsible for the management of AutoCAD software workstations in the Project Section.
  • Reviews shop drawings, schedules layouts, and inspects all work, workmanship, materials, and equipment installed for quality control and conformance to contract documents.
  • Serves as the liaison between the General Contractors, Engineering, the Contracting Officer and station personnel.

You may qualify based on your experience and/or education as described below:

Basic Requirements:

Degree: Engineering. To be acceptable, the program must: 1. lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or 2. include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a. statistics, dynamics; b. strength of materials (stress-strain relationships); c. fluid mechanics, hydraulics; d. thermodynamics; e. electrical fields and circuits; f. nature and properties of materials (relating particle and aggregate structure to properties); and g. any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics

The Selective Placement Factor: Experience in Hospital or health care facility project management?

GS-13 grade level: One year of specialized experience (equivalent to the GS-12 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: acting as a supervisor of multi-discipline teams and project manager to accomplish design and construction objectives; analyze a wide range of complex and unique problems arising in hospital construction, contracting, personnel management, and complex studies, and present assessment to senior management; and leading and directing interdisciplinary teams and to resolve complex policy issues, construction problems, customer service issues, and design details.

Duties includes:
  • Plans and develops environmental policy and procedures, reviews, performs analysis to determine environmental impacts.
  • Develops systems to ensure integration and tracking of cultural resources legal compliance.
  • Establishes project goals, objectives, provide findings and make recommendations to senior management.
  • Analyze submission of concepts, preliminary working drawings and specifications prepared by contracted architect/engineers for compliance with agency standards, policies, and goals.
There is no educational substitution for the GS-13 level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.

Physical Requirements: Work involves walking, bending, climbing, crawling, or reaching to inspect buildings in various stages of construction. Occasional travel and long working days or weekends is required, and physical stamina may be necessary. The work includes on-site reviews and monitoring activities which may place the incumbent in situations requiring caution to avert health and safety hazards (e.g., inspecting construction sites and Federal facilities, etc.). Some field work may be required.
