We are recruiting for an Senior IT Auditor/IT Audit Subject Matter Expert (SME) to work in support of a program for OMB A-123 Internal Control of Financial Systems (ICOFS) and Internal Control over Operations (ICO) programs. Qualified candidates will have experience conducting IT Audits (via FISCAM methodology). Prior experience with CMS, FACTS or federal contract management systems is a plus. This position will work on-site in Reston and support local travel in and around the DC Metro area. Current security clearance at the TS/SCI + CI poly eligible is required for consideration. Role and responsibilities include: Provide management, direction, and expertise for federal IT Audits Provide support, analysis, research, and advice into exceptionally complex problems, and processes relating to IT Audit Support the client's OMB A-123 Internal Control of Financial Systems (ICOFS) and Internal Control over Operations (ICO) programs Ensure in-scope information technology systems controls are in place and working as planned in accordance with appropriate policies and procedures by conducting internal control testing using the Federal Information System Controls Audit Manual (FISCAM) as the primary methodology Develop responses to auditors' Notification of Findings and Recommendations (NFR) to include corrective actions, risk mitigations, and necessary Plans of Action and Milestones (POA&M) Conduct validation over completed corrective action plans against IT NFRs Support IT Audits (system and application level) including assessment of IT controls for systems and validation of corrective actions for deficiencies Coordinate with program management regularly to provide status Ensure all team documentation (SOPs and templates) is reviewed and posted to the data library Conduct IT audit liaison activities for the annual external financial statement audit effort Support local travel (up to 10%) in the Wash, DC Metro area Requirements include: US citizenship Current TS/SCI security clearance with CI poly (CI poly can be scheduled with a current TS/SCI) BA/BS or MA/MS degree from an accredited university Certified Public Accountant (CPA) is a plus I ndustry recognized financial certification with at least one from the following list: Certified General Accountant (CGA) Certified Defense Financial Manager (CDFM) Certified Government Financial Manager (CGFM) Information Security Management (CISM) Certified Information Systems Auditor (CISA) Certified Information Technology Professional (CITP) Certified Government Auditing Professional (CGAP) Certified Internal Auditor (CIA) Effective written and verbal communication skills and ability to interacted with a blended government and contractor team 8+ years of relevant IT Audit experience with 1-2 years minimum of overall experience supporting federal/DoD IT audits Prior experience conducting IT Audits (via FISCAM methodology) Experience performing FISCAM, NIST, OMB Circular A-123 internal control, audit readiness, SSAE 16, and FISMA security reviews Working knowledge of Federal Information Processing Standards (FIPS) and Special Publications (SP) Working knowledge of Office of Under Secretary of Defense (Comptroller) (OUSDC) Financial Improvement Audit Readiness (FIAR) Guidance and associated Federal Information System Controls Audit Manual (FISCAM) Working knowledge of Generally Accepted Government Auditing Standards (GAGAS) Experience working with Office of Management and Budget circulars OMB A-123 and A-127 and OMB A-123 management responsibility over internal controls Experience working with Federal Financial Management Improvement Act (FFMIA), Federal Manager's Financial Integrity Act (FMFIA), Intelligence Community Directive (ICD) 503 and National Institute of Standards and Technology (NIST) 800-53 Ability to manage conflicting priorities to arrive at group consensus Ability to work in a fast-paced environment Outstanding customer service skills Ability to document processes as needed Experience with CMS, FACTS, or other federal contracts or acquisition management system is preferred Ability to support local travel in the Wash, DC Metro area #CB #CJ *MON #ZR
