Job Summary:The Technical Project Manager demonstrates expertise in the planning, scheduling and management of IT and IT-related projects. Individuals in this role must possess both a high level of technical expertise and the capabilities required for all project managers, including excellent organization, leadership, and communication skills.The general responsibilities include:BrainstormingPlanning the projectScheduling and designation of project tasks to team membersExecution of each phase of the projectManaging the project's budgetCommunicating with all stakeholdersCollaborating with department heads to achieve a common goalAs a Consultant for G&H, this role also serves as a functional or industry specialist within the areas of strategic planning, process analysis, activity-based costing, benchmarking, organizational and operational issues. However, technical project managers are specifically tasked with managing projects that contain a high degree of technicality. They must be trained in and understand relevant technologies and architectures to properly support these projects. For example, technical project managers should have expertise in hardware and software installation, upgrades, site maintenance, program, and application development. Technical project managers also need to review and validate the feasibility of project proposals.Essential Duties and Responsibilities:Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.Functional Contributions:Project Initiation: Manages the project development of complex information technology projects, including obtaining authorization and stakeholder commitment, demonstrating business needs and project feasibility.Project Planning: Assembles and leads diverse interdisciplinary project teams to develop project plans. This requires definition of scope of work, schedule, identifying time frames, funding limitations, methods of accomplishing project deliverables and allotments of available resources to project phases. Planning of projects will include:Defines and documents in writing the project scope and all project plans.Determines project tasks and creates a work breakdown structure (WBS) showing critical tasks and success factors, duration of tasks, dependencies, task completion dates, and responsible party. Creates and updates the project schedules.Develops and documents in writing plans for change management of work to be completed, communication management and risk/issue management.Prepares project budgets that coordinate cost estimates, total expected cost, and participants' monetary commitments.Project Execution:Prepares and manages a master work plan of all assigned projects that coordinates individual work tasks, schedules and preliminary project funding plans and budgets to ensure adequate scope, schedule, and budget information is appropriately tracked in all phases of the project.Facilitates project team meetings and project implementation with technical staff, keeping team members informed of new or revised policies, procedures, decisions, or priorities that may affect their work.In collaboration with Portfolio or Program Manager, coordinates, and schedules resources to meet project tasks, deliverables, and priorities, recommends workload assignments, and identifies where additional training or technical resources may be needed.Updates project plans, schedules, and deliverables, adjusting as needed; submits written status reports on agreed upon schedule.Project Monitoring and Controlling:Monitors the timeliness, accuracy, and quality of project deliverables to ensure completed on time and meet documented requirements.Monitors project scope and creates change requests for submission to Portfolio or Program Manager or Project Sponsor(s) for review and approval; negotiates changes with stakeholders and coordinates updates/documentation.Ensures that all design and technical specification documents are updated throughout the project to be consistent with the actual product delivered.Monitors resource plans to ensure sufficient resources with appropriate skills are available to the project at appropriate times.Manages and monitors all issues and risks and provides timely communication to Portfolio or Program Manager and project sponsor(s).Updates action items, issues, and risk logs.Project Schedule:Develops and maintains a project schedule to include definitions of all project activities, as well as predecessors and dependencies, resources needed, and milestones.Keeps team informed on progress and alert appropriate staff, division staff, and stakeholders of potential schedule changes.Project Closure:Obtains acceptance from project sponsor(s) on the project and approval to move forward with closing the project.Creates and implements a clear hand-off strategy and meeting with operational staff for on-going system maintenance and support, which includes at a minimum the review of application changes, specifications, requirements, screen designs, data dictionary, and user permissions. Survey project team members to document any outstanding concerns or open issues; create a project completion checklist of tasks that need to be completed and assign/track tasksFacilitates a formal Lessons Learned project closure session.Writes closing report to include, at a minimum, overall project assessment, lessons learned, and acknowledgment for contributions made by all those who worked on the project.Updates all project files and reflects status of the project at closure.Delivers final project deliverables package with agreed upon project artifacts.Project Management Leadership:Provides guidance and leadership to other project managers or staff on Project Management Body of Knowledge (PMBOK), corporate cybersecurity controls, and company standard project management lifecycle processes.May provide guidance and leadership to other project managers or staff on best practices, project issues, conflict resolution or problem solving.Supervision: Provides limited supervision through motivation, mentoring, direction, review, and feedback of assigned tasks.Position Requirements:8+ years of related experience with a graduate degree or a combination thereof.4+ years of knowledge and experience working with geospatially based projects.Proficiency with the Web, MS Office, and SharePoint.Business travel as required by contract.Expert functional and technical skills as required by contract.Knowledgeable of engagement or project planning and control process.
