The AvantGarde, LLC (AG) Federal Human Resources Benefits Specialist supports the AG client on site at the Architect of the Capitol (AOC), a Title II agency, in the Office of the Chief Operating Officer, Office of the Chief Administrative Officer, Human Capital Management Division, Employee Benefits and Services Branch. The position will provide advisory services on complex issues to benefits team personnel, management, and employee for agency benefits programs to the Employee Benefits and Services Branch; is a Full-time position anticipated at 40 hours a week and the work will be conducted remotely and on client site in Washington.The WORKAdministers the full range of benefits to assigned activities to include processing retirements, voluntary and disability.Serves as benefits specialist and expert advisor associated with processing death claims.Leads and executes a Work-life program and associated activities.Serves as the technical expert on all aspects of assigned benefits programs including SCD verifications.Performs quality review of benefits transactions, retirement applications, survivor benefits, life insurance, long term care, TSP.Ability to perform quality review of benefits transactions, retirement applications, survivor benefits, life insurance, long term care, TSP.Provide consultative advice and services to the agency's workforce in all regulatory and operational aspects of benefits and retirement-related activities.Research and provide counseling/guidance on all benefits and retirement program related issues to senior leaders, managers, and employees.Provide technical guidance, analysis, recommendations and alternative solutions to management and employees on the most complex and highly sensitive issues.Provide in-depth counseling for employees nearing retirement, new hires, conversions, disability retirement applicants, discontinued service retirements, change in marital or family status, separating employees, former employees, annuitants, and survivors/beneficiaries.Develop and deliver benefits and retirement program communication materials and presentations.Compute complex annuity estimates, prior Federal service, and civilian and military service deposits/redeposits; research and adjudicate FERCCA cases; and determine proper retirement coverage and creditable service.Process all types of retirement and disability retirement applications and death cases and monitor the process through the National Finance Center (NFC) and the Office of Personnel Management (OPM).Prepare SF-52's or other standard forms reflecting all associated benefits or retirement transactions.Provide benefits and retirement presentations one-on-one and to groups.Counsel employees and management, providing options and strategies.The REQUIREMENTSFederal Benefits Specialist (GS-12 equivalent or above) with 10 years of experience providing retirement counseling to federal employees, including 5 years of experience counseling and providing guidance on Federal benefits and retirement programs to include the Federal Employees Health Benefit (FEHB) Program, the Federal Employees Group Life Insurance (FEGLI) Program, the Federal Employees Dental and Vision Insurance Program (FEDVIP), the Flexible Spending Accounts (FSA), the federal long-term care program (LTC), Temporary Continuation of Coverage (TCC), Thrift Savings Plan (TSP), Federal Employee Retirement System (FERS), Civil Service Retirement System (CSRS), and other creditable programs such as DC Government, NAF, TVA, and LEO special retirements.Current knowledge of the rules, regulations, and guidelines governing the full gamut of Federal benefits and retirement, including MSPB rulings, OMB memorandums, Presidential memorandums, IRS regulations, Code of Federal Regulations (CFR), and OPM administration letters and directives.5+ years of experience applying HR concepts, principles, and practices related to retirement, insurance, injury compensation, work-life, and other employee benefits programs.Knowledge of NFC Finance and GRB Software experience.2+ years of federal benefits and retirement experience with a federal agency of at least 600 employees.1+ year of experience using the various National Finance Center (NFC) systems, coordinating with NFC staff, researching issues, and providing consultative advice, and ensuring accurate processing of benefits, retirements and FERCCA.5+ years' experience using Electronic Official Personnel Folders (eOPF) to conduct service history review and analysis and prepare retirements.Additional Requirements:Must work 5 days per week on a pre-arranged and approved schedule within normal work hours (ie, between the hours of 7 am - 6 pm).Some telework will be required in the role; must be familiar with the use of telework collaboration tools such as MS Teams, Zoom, Skype and/or WebEx.Must pass a standard AOC background suitability check.
