Summary

The U.S. Department of Commerce's Economic Development Administration (EDA) plays a critical role in facilitating regional economic development efforts in communities across the nation. EDA is seeking quality job applicants under special hiring authority provided under the American Rescue Plan Act (ARPA). These positions are located in our Headquarters Office.

Responsibilities

  • Conducts feasibility studies and recommends course of action.
  • Participates in most phases of projects, from advising on specification requirements and limitations to helping project managers define the problem or need.
  • Reviews requirements of projects to determine objectives of the program, concepts, nature of the unprocessed data, and processes required in support of the computer effort in order to organize work processes and problems for computer solution.

Qualifications

Qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualifications available on the OPM's website located at: https//www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Americorps) and other organizations (e.g., professional, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

Applicants must demonstrate that they meet the Basic and Specialized Qualification requirements as noted below.

You must possess IT-related experience demonstrating each of the four competencies as defined:
* Attention to Detail - Being thorough when performing work and conscientious about attending to detail;
* Customer Service - Work with clients and customers to ensure systems and services meet security requirements and incorporate current technology;
* Oral Communication - Persuade others to cooperate in meeting system compliance objectives; and
* Problem Solving - Isolating and defining unprecedented IT issues or conditions, resolving critical problems in enterprise-wide systems, or developing new approaches and techniques for use by others?

AND

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

EXPERIENCE: To qualify for the GS-12 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-11. For this position, specialized experience includes:
  • Oversees the creation of general utility routines and systems and independently develops the more complex routines and detailed sequences of internal program logic by coding, testing, and debugging.
  • Designs and maintains record keeping system as necessary.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Please note this position is being filled under the American Rescue Plan Act (ARPA)t. Employees will be hired under EDA's CARES Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.

The salary is contingent upon the official duty location and a determination will be made based on individual selections.
