SUMMARYThe Anti-Terrorism Training Manager brings anti-terrorism and training expertise to support the Bureau of Medicine and Surgery (BUMED) with its Public Health and Mission Assurance programs. This includes developing, executing and evaluating an active shooter, insider threat or combative person response training continuum. ESSENTIAL DUTIES AND RESPONSIBILITIESEssential duties and responsibilities include the following. Other duties may be assigned. Responsible for the integration of CNI Core Competencies into daily functions, including: commitment to integrity, knowledge/quality of work, supporting financial goals of the company, initiative/motivation, cooperation/relationships, problem analysis/discretion, accomplishing goals through organization, positive oral/written communication skills, leadership abilities, commitment to Affirmative Action, reliability/dependability, flexibility and ownership/accountability of actions taken. Assists in developing and executing an active shooter, insider threat, or combative person response training continuum. Develops a standard exercise package aligned with the requirements of NTTP 3-07.2.3, BUMEDINST 3300.1 and BUMEDINST 5510.9 series, for use in conducting active attacker response table-top and functional exercises across the Navy Medicine enterprise. Implements and facilitates approved training and exercise programs (tabletop and functional). Facilitates and captures lessons learned, culminated with a formal After-Action Report to includekey observations, enterprise-wide lessons learned, identified gaps and seams inpolicy, doctrine, training or organization and best practices developed over the course ofall the exercises conducted during the contract year. Responsible for aiding in own self-development by being available and receptive to all training made available by the company. Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize personal output. Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability. EDUCATION / EXPERIENCEBachelor's degree and a minimum of ten (10) years' relevant experience in DoD AT operations, training and exercise programs, or equivalent combination of education/experience. CERTIFICATES, LICENSES, REGISTRATION JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIESKnowledge and expertise in anti-terrorism concepts and operations.Proficiency in Microsoft (MS) Office, including MS Word, MS Excel, MS PowerPoint, and MS Outlook.Professional experience must demonstrate interpersonal and organizational skills.Solid organizational and leadership skills relevant to carrying out day-to-day responsibilities.Ability to effectively train others.Excellent critical thinking skills with ability to identify, analyze and resolve problems/complex issues.Exceptional verbal and written communication skills.Detail-oriented with ability to manage multiple projects and priorities.Ability to work both independently and in a team environment.Ability to command and conduct training sessions in a classroom setting with enthusiasm and clarity.Basic and versatile knowledge of proven training methods and techniques related to subject matter.Excellent written and verbal communications skills with ability to prepare quality course materials and presentations. MATHEMATICAL SKILLSAbility to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference and volume. Ability to apply concepts of basic algebra and geometry. REASONING ABILITYAbility to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. LANGUAGE SKILLSAbility to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. May work in an environment where there is a heavy traffic, construction, rugged terrain, and hazardous environmental conditions. May work in an environment with exposure to toxic or caustic chemicals or blood borne pathogens. May work near moving or mechanical parts with risk of electrical shock. May be required to wear safety and personal protective equipment.
