"People, not just Resources" is more than our motto; it's the foundation on which we are built!RP Professional Services is seeking a critical advisor to serve as the Program Analyst- DIS to support PPL's Office of Learning, Evaluation and Research.USAID Bureau for Policy, Planning and Learning (PPL) is responsible for leading the Agency's policy planning efforts, shaping overall strategic and program planning, ensuring the Agency's effectiveness as a learning organization, and overseeing donor engagement. PPL's Office of Learning, Evaluation and Research (PPL/LER) supports the Agency's transformation into a learning organization that captures, disseminates and makes better use of evidence and knowledge gained from through performance monitoring, evaluation and other sources for what does and does not work in development, and uses evidence to guide program and policy decisions.In this role, you will provide project management and monitoring and evaluation services to USAID's Bureau of Policy, Planning, and Learning (PPL). This position will work within USAID's Policy, Planning and Learning (PPL) Bureau's Office of Learning, Evaluation and Research (LER) to support USAID in institutionalizing performance monitoring practices and policy as part of Agency enterprise systems, such as the Development Innovation Solution (DIS), in alignment with USAID's Program Cycle. You will work with PPL's other offices to promote inter-office collaboration and work in partnership with other USAID Bureaus and offices such as the Management Bureau's Chief Information Office (M/CIO) and USAID field missions and other Agencies such as the Department of State, as needed.As the Program Analyst DIS, you will provide advice and expertise in information system development and management, as well as expertise in performance monitoring of international development programs to ensure that systems are meeting the Agency performance management needs and strengthening its ability to manage, analyze and learn from monitoring data.Responsibilities:Provide technical expertise and leadership, grounded in Program Cycle guidance, on business processes related to developing or maintaining USAID corporate information systemsEnsure the appropriate application of business requirements within information systems, for example, including the Development Information Systems (DIS), the Performance Plan and Report within FACTs Info NextGen, and others as needed or developedProvide expertise in information systems and performance monitoring and be consulted by other specialists and leadershipBuild and maintain contacts with individuals or groups from inside and outside of the Agency for effectively developing and maintaining information systems for performance managementAdvise PPL and USAID leadership and provide recommendations for actions related to USAID information systems and performance managementManage time and staff resources, including identifying work streams related to information systems and performance monitoring, providing guidance to facilitate completion of key tasks, and ensuring project milestones are achievedDevelop and refine FAQs, talking points, and other materials for PPL and Agency leadershipLead coordination meetings with key stakeholders such as staff in USAID offices and bureaus, to enhance collaboration and coordination and to better implement or streamline reporting requirementsIdentify the information system and performance monitoring training needs of missions and offices and determine how those needs will be met through working with colleagues and PPL leadershipConduct information systems and monitoring training for Agency personnel and stakeholders as requiredSupport Agency personnel as they implement information systems and performance monitoring and evaluation requirements associated with the administration of foreign assistance workReviews, advises on, and undertakes analyses, assessments or investigations in support of information systems and performance management at USAIDUse data visualization and other techniques to make findings and evidence from monitoring and evaluation of foreign assistance programs understandable to lay audiencesServe as an analyst in assessment and sharing of available information to improve understanding of program effectivenessContribute to monitoring and/or evaluation toolkits and other Agency tools or guidance related to performance monitoring and evaluation, as needed.RequirementsExperience:US Citizenship required.Ability to obtain and maintain a secret clearanceMid-level program Analyst requires Master's degree in relevant field with 5 years of work experience or Bachelor's degree with 10 years of work experience.Experience working on issues of foreign policy and development; budgeting, strategic planning, or other relevant areas as required.Strong analytical skills demonstrated.Strong writing skills and the ability to communicate complex programming concepts into clear, concise written documents and oral presentations required.Ability to work effectively both individually and as a member of a team. Must be able to plan, organize, and use time effectively.
