Job DescriptionOperating on a system-wide level Inova's Grant Manager, Pre Award researches, evaluates, and identifies collaborative funding opportunities for all Inova Health System departments/operating units in relation to Inova's strategic plan. Working with physicians, clinicians, researchers and educators the Grants Manager, Pre Award provides guidance and technical assistance for federal, state and foundation research applications. Leading the team in developing and submitting complete grant applications/proposals the Grants Manager, Pre Award ensures compliance with applicable contractual and regulatory requirements to be applied to the grant opportunity including OMB Circulars for cost and administrative principles. The Grant Manager, Pre Award coordinates a complex grants portfolio and assists departments/operating units with overall grant organization, grant tracking and client development, advises on budget development as it relates to programmatic initiatives, reviews program design, incorporates edits/changes as needed, and works with the GMO team to submit the final product to the funding entity. Reporting to the Director, Grants Management Office (GMO) the Grants Manager, Pre Award coordinates GMO projects to ensure maximum effectiveness in all phases of proposal development. The Grants Manager serves as the grants management expert who maintains a high level of operational expertise in current grants management regulations, policies and procedures relating to federal applications. The position is responsible for fostering a climate within the system to enhance the acquisition of research funding, which may be accomplished through internal collaboration, community partnerships, and/or academic affilitations. Demonstrates excellent communication, interpersonal, group leadership, supervision and organizational skills. Conducts GMO-sponsored trainings, and facilitates small groups for successful submission of grant applications. Exhibits ability to support staff, work well with customers and interact with other members of the healthcare and management teams. Provides direction and management to direct reports and all employees in department. Requirements : Masters degree in public health, health education, business, public administration, or other allied health field required. Minimum 3 years experience in developing, implementing and managing grants for progressive community health or research programs. Experience in healthcare and/or government proposal development office preferred. Expert knowledge in pre award proposal development activities, strong management and interpersonal communication skills, proficient in use of computer; ability to establish and achieve quantified objectives; ability to work independently and as part of a team; ability to interface with Inova Health System leadership and community leaders.
