Works as part of the Administrative Services Branch (ASB) to analyze and manage complex accounting, finance and budgets for capital projects including public private partnerships, grants, bond-funded agreements and non-traditional funding sources for capital projects. Serves as liaison with auditors, District representatives, management and budget, finance and other departments for financial coordination of contracts and projects. Administers compilation of financial/accounting reports for projects with analysis of payments, change orders, legal requirements, banking and bond requirements, and management of various funding streams. Ensures project/fund management according to the County’s policies and procedures, Generally Accepted Accounting Principles (GAAP), and Government Accounting Standard Board (GASB). Prepares financial summary reports. Prepares and coordinates the reporting for the accountable equipment and complete project book. Acts as liaison with Department of Finance and Department of Purchasing and Supply Management for preparation of accountable equipment reports and ensures timely registration of all accountable equipment with County's fixed asset systems. Oversees audits and prepares audit responses for internal and external audits. Acts as point of contact on District Discretionary Funds projects. Monitors and assists with development and improvement of accounting/finance policies and procedures related to capital projects. Prepares grant reports with project details and reimbursement schedules, tracks revenue per fund statements and assures adherence to the grant requirements. Promotes communication, teamwork, and collaboration while performing all aspects of position responsibilities. Candidates must have excellent written, analytical and verbal communication skills. - Prepares and/or analyzes financial data and makes recommendations;
- Plans, organizes and participates in the reconciliation of funds;
- Prepares long range revenue and expenditure estimates necessary to forecast economic feasibility of various projects;
- Reviews and verifies postings to appropriate ledgers and subsidiary accounts;
- Prepares or assist development of the agency budget and monitors budget status.

Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus two years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and credit check to the satisfaction of the employer.
All newly hired employees are required to be fully vaccinated as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. PREFERRED QUALIFICATIONS:
- Four-year college (bachelor's) degree in accounting and or information systems.
- Five years of advanced level experience in preparing, reviewing, reconciling and auditing Fairfax County operational and capital project budgets, contract project management, and accounting processes
- Advanced proficiency skills to include FOCUS, Data Warehouse and Microsoft Suite software including Excel, Access and relational databases.
- CPA professional certification.
- Experience preparing accounting entries, analyses and projections for capital project financial management and audit responses and oversight.
- Experience using report writing tools to download and manipulate data from an ERP system.
PHYSICAL REQUIREMENTS:
Ability to input, access, and retrieve information from a computer. Ability to read financial reports and use computer/PC to enter financial data into ERP system. Job is generally sedentary in nature; however, the visual acuity is required to read data on computer monitor and operate keyboard driven equipment. Ability to sit and work at a computer terminal for extended periods of time. Ability to walk, bend and reach. Ability to lift up to 25 pounds. All duties performed with or without reasonable accommodations.
