Senior Analyst, Project Financial Analyst
KBR is seeking a Senior Project Financial Analyst to join our Team ! This position supports tasking for a Program Management Activity (PMA) within the Naval Air (NAVAIR) Headquarters located at NAS, Patuxent River, MD.Provides resource planning and financial/program management analysis for the Advanced Systems Integrated Product Team (IPT).Performs budgetary planning, analysis, formulation, and contracts management.Collects, organizes, and interprets financial data to create and maintain annual spend plans ensuring budgets are planned to efficiently conduct projects for several IPTs. 10-20% travel may be required.Interfaces with IPT personnel to obtain inputs for Staffing; Travel; Material; Fees; developing detailed time phasing of spend plan requirements; assisting with presentations to present and defend spend plans to PMA Level I/Level II leads, lead Business Financial Manager (BFM)/Deputy BFM, and Naval Air Systems Command (NAVAIR)/NAWCAD BFMs.Assists the PMA BFM with obtaining and tracking classified invoice information from prime contractors and taking action to facilitate timely invoice processing/payment.Interfaces with the PMA and Navy Systems Management Activity (NSMA) BFMs regarding classified purchase requisitions and assist with gathering the information required to execute funding.Performs Common Spend Plan Tool (CSPT) resource requirements data entry/management for Advanced Systems and ensuring validation/approval with BFMs/PMA management; participating in CSPT reviews.Assists with annual spend plan creation, planning/tracking, and participation in financial status meetings; coordinating with PMA Program Managers to obtain cost estimates; and interfacing with Level IIs to obtain funding in accordance with the annual spend plan.Contracts Management Responsibilities:Interfaces with NAVAIR/NAWCAD/NSMA budget analysts, contract resource managers, and NSMA contract specialists to ensure timely contract award.Ensures appropriate funding of labor, travel, and material Contract Line Item Numbers (CLINs) in accordance with the annual spend Plan.Analyzes current expenditure rate data, identifying financial trends, and managing total contract labor hours funded and total contract dollars remaining for multiple task orders; and communicating contract analysis to IPT leads addressing any concerns and providing recommendations for corrective action.Basic Qualifications:Bachelor's degree in a business-related field from an accredited college or university is required.A minimum of five years of experience in DoD financial management is required, to include financial analysis of program budgets, funds execution, and development of funding documents.Must have a minimum of two years of experience supporting an ACAT I programs.Experience with CSPT and other NAWCAD/PMA financial applications (ie Navy ERP) is required.Knowledge of the DoD Planning, Programming and Budgeting Systems (PPBS) process, and specific experience in supporting development of DoD financial reports is required.Candidate must possess a strong knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook e-mail), and the ability to review/revise written documents and communicate effectively.Applicant selected may be subject to a government security investigation and must meet eligibility requirements for access to classified information.A current Secret clearance with a background investigation completed within the last 6 years is required.Contract Requirements:An additional four years of relevant experience may be substituted in lieu of a Bachelor's Degree.Contract requirements will prevail.Preferred Experience:Experience supporting a NAVAIR program office.Experience with the DoD milestone process (DoD 5000) and other acquisition policies.Previous technical writing, cost management, and configuration management experience.Familiarity with Navy ERP is highly desired. Must be able to work in a team environment.
