WMATA's Automatic Fare Collection (AFC) engineering team is seeking to fill the position of Associate Engineering Manager (AFC) to serve as a senior engineer/project coordinator. The candidates are responsible for the requirements, development, validation/verification, implementation, maintenance, monitoring and management of all WMATA AFC Equipment and Systems as well as supporting WMATA's regional transit partners and their regional fare collection systems and fare collection initiatives. Some of the systems managed by the group are Ticketing Vendors, Faregates, Fareboxes, Backend Fare Processing Systems, Status Monitoring & Maintenance Systems, Fraud Analysis, DB/CR, and Cash Handling Systems, among others.

Ideal candidates would have knowledge and experience in financial, fare collection, and/or related electromechanical systems, embedded systems, and software systems experience.

Minimum Qualifications

  • Bachelor's Degree in relevant engineering discipline is required

  • Five (5) years of related engineering experience, including developing design documents in relevant engineering discipline
  • Demonstrated experience with CAD software, and relevant resources, techniques and software.

  • N/A

  • Up to two (2) years of direct or indirect supervisory experience
  • Master's Degree in a relevant engineering, construction or transportation management discipline
  • Professional Engineer Certification

Job Summary

The Associate Engineering Manager primarily manages the review and quality control of reports, drawings, and other design submittals from engineering services vendors and construction contractors. The incumbent supervises and progresses the collection of data and information and resolves engineering and configuration conflicts that arise during the design, implementation and commissioning phases of rehabilitation and construction, for the Authority's Metrorail and Metrobus construction programs. The incumbent oversees an assigned portfolio of engineering efforts including systems design, and during the planning and implementation of construction, resolves or manages the resolution of field installation challenges. This role is a subject matter expert for maintaining the Authority's assets post - project completion. The incumbent exercises independent judgment in accordance with their experience and knowledge and takes appropriate actions to escalate issues in accordance with Authority regulation and guidelines.

  • Manages technical design and constructability reviews of proposed construction contracts and the final review of as-built drawings. Supervises the work of engineers engaged in design development and the review and approval of design plans, shop drawings, technical analyses and test documentation submitted to the Authority by other stakeholders to assure conformance with contract requirements. Ensures that design projects are executed properly and in accordance with applicable policy, rules and regulations and that engineering work assignments are effectively distributed and managed.
  • Provides staff comments on the needed improvement of contract specification and drawings. Within assigned portfolio of projects, responds to field construction problems and coordinates with stakeholders to resolve design conflicts and construction challenges. Reviews and presents oral and written reports and recommendations as required, to ensure issues are articulated and escalated for resolution timely and effectively.
  • As a subject matter expert, provides recommendations for the resolution of engineering problems referred in by other offices in the Authority; Conducts extensive research about new, emergent, or other technology and engineering equipment that may be adopted by the Authority and, supports contract negotiations related to asset acquisition as directed.
  • Develops preliminary work plans and engineering cost estimates in support of in-house design tasks and requests for proposals from General Engineering & Architectural Services contracts and task orders. Uses project management and construction document management software; advises and coordinates with various departments within the Authority. Develops engineering plans using AutoCAD drafting software.
  • Manages engineering evaluation reviews that delineate the advantages and disadvantages of a contractor's proposals and renders conclusion, recommendations, and determination as to the merit of the proposals including, requests for contract changes and or claims.
  • Supervises subordinate staff to include recommending applicant selection, disciplinary actions, resolution of grievances, assigning duties, directing work, conducting performance evaluations, approving leave requests and timesheets, and ensuring appropriate subordinate training is provided.
