This position is located at the Washington DC Veterans Affairs Medical Center (DCVAMC) that serves Veterans residing in the Metropolitan DC area. The mission of the DCVAMC is to provide high quality, comprehensive health care to veterans in an environment that fosters trust, respect, commitment, compassion and excellence.

Responsibilities

The major duties and responsibilities include but are not limited to:

Serves as activity budget analyst responsible for planning, developing, coordinating, defending and executing all aspects of the service budget requests.
Integrates and translates selected outputs from planning and requirements documents into viable budget documents that address funding requirements through the Program Objective · Memorandum (POM) period for the purpose of achieving and sustaining service objectives and performance.
Plans, directs, and performs the budgeting for assigned operating programs. Integrates, computes, compiles, consolidates and prepares quarterly, semiannual and annual budget estimates within assigned area of responsibility. Represents the service at annual worldwide budget conferences.
Reviews budget estimate input for compliance with policy, rules, regulations, and procedures prescribed and provided by the VISN.
Performs an in-depth analysis to identify alternative methods of funding, reprogramming actions, and resource impacts. Reviews policies, procedures, regulations, requirements inputs and develops or recommends procedures to implement and improve the process and budget product.
Advises management and appropriate personnel on the technical aspects essential in the development of budget estimates.
Prepares requests for additional funds, transfer of funds between accounts, and/or reports excessive requirements to higher echelon.
Coordinates reimbursable funding requests from various storage sites. Compiles data and prepares budget schedules, reports, information papers, fact sheets, briefings and management reports and narratives as required. Determines method of budget presentation.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

GS-09
  • Specialized Experience: This is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-7, in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but not limited to: Experience maintaining budgets, monitoring and tracking obligations and expenditures and funding requirements; identifying, analyzing, and resolving budgetary problems; providing budget information, reports, and services; performing contract negotiation for supplies, implementing budgetary processes, policies, and regulations.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree; OR 2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education.
One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement.

GS-11
  • Specialized Experience: This is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-9, in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but not limited to: Skill in applying budget-related laws, regulations, policies, precedents, methods, and techniques in order to ensure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives for Research Service; Experience in the field of budget research administration, including health cost and analysis related to research projects in support of principal investigators and study personnel; maintaining a budget and performing a variety of complex budget duties such as development of budget estimates and justifications, tracking obligations and expenditures, ensuring fund availability, transferring funds and balancing control points.ence.

GS-12
  • Specialized Experience: This is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-11, in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but not limited to: Experience applying the concepts, principles, practices, laws, and regulations of budgeting and/or financing; knowledge of federal accounting and budget procedures to forecast, formulate, execute, and monitor the budgets; experience analyzing national level programs or exceptionally large and complex programs; experience preparing estimates for agency budget programs using program data, budgetary principles, and quantitative methods; experience researching, compiling, and summarizing data concerning expenses and similar information needed for formulation of budget estimates; and experience monitoring and tracking obligations and expenditures for budgets throughout the execution phase of the annual operating budget in IFCAP and FMS or other like systems.

Physical Requirements: Work is primarily sedentary, but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to utilize these tools is required. Some physical effort is required in that incumbent lifts and carries reference books, working papers and similar items to and from meetings.
