The Human Resources Specialist (Classification) serves as a business partner and resource to Architect of the Capitol (AOC) managers, supervisors, other HR professionals and employees. This position located in the Human Capital Management Division, Talent Acquisition and Classification Branch, provides expertise in delivering effective, efficient and innovative Federal position classification services that supports AOC's mission and strategic vision.

Responsibilities

The employee will primarily provide position classification and position management advisory services working collaboratively with other HR Specialists providing classification services. The employee classifies positions using the U.S. Office of Personnel Management Federal Wage (WG) and General Schedule (GS) systems, and relevant agency standards to determine title, series and grade.

Specifically, the employee will be responsible for:

Conducting position classification audits and agency-wide studies based on occupation or trade; preparing the required written documentation including position descriptions, evaluations, comprehensive reports and other relevant documents.

Conducting position classification and position management reviews of positions and organizational structures.

Explaining, defending, and justifying classification recommendations and determinations and resolving situations or disputes regarding classification decisions. Serves as a subject-matter expert to adjudicate agency position classification appeals.

Handling difficult and controversial position classification cases.

Expediting high-visibility and controversial position classification reviews.

Providing advice on agency-wide position classification and position management policy, processes and/or procedures.

Working closely with appropriate management staff and the AOC's position management review to determine the impact of classification decisions.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.

Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

Such experience must have demonstrated knowledge and technical expertise in position classification and position management policies, procedures and processes. Experience must have also provided comprehensive human resources (HR) management advisory services, technical guidance and policy recommendation to managers and journeyman-level HR Specialist.

Examples of Specialized Experience:
  • Classified positions using the U.S. Office of Personnel Management Federal Wage (WG) and General Schedule (GS) systems, and relevant agency standards to determine the title, series and grade.
  • Provided technical guidance on implementing and administering position classification programs.
  • Interpreted and applied position classification standards in the review of classification appeal packages for program implementations.
  • Provided management with insight in establishing organizational structures that are efficient, cost effective, support desired grade levels, and facilitate career development.
