The Veterans Health Administration (VHA) has adopted the HR Modernization and Shared Services Implementation, which is a new model of organizing and consolidating essential Human Resource (HR) functions and services to the Network level. Improvement to HR service delivery will best support the needs of the VISN's diverse workforce and the expectations of management related to the acquisition, compensation, retention, and performance.

Responsibilities

SUMMARY OF MAJOR DUTIES AND RESPONSIBILITIES: Recruitment & Placement
  • Evaluates applications and resumes using Office of Personnel Management (OPM) and Veterans Administration (VA) qualification standards, verifies eligibility, and rates and ranks applicants.
  • Adjudicates and makes decisions on applicant appeals and agency's request to pass over (or objects to) eligible(s) certified. Provides input to the immediate supervisor on final decisions.
  • Prepares or edits final drafts, examination announcement, recruiting plans, rating schedules and qualification inquiry forms in subject matter areas which the qualification and methods for their determination involve difficulty in definition and development.
  • Prepares vacancy announcements based on Position Description (PD) and/or functional statements (FS) and Subject Matter Expert (SME) analysis of the position, qualifies/disqualifies applicants, and maintains all documentation for the job announcement.
  • Coordinates and works with local and regional operations regarding priorities for positions to be filled.
  • Provides technical advice and assistance to the human resources staff and management officials in all areas of staffing and recruitment, including priority placement, direct hiring, special hiring authorities, etc.
Consultation
  • Collaboratively evaluates trends in missions, technology, manpower, fiscal resources, and other factors influencing future needs;
  • Advises on the selection of SMEs and the rating panel process.
  • Researches qualifications and skills needed and ensures the job analysis is properly formulated with subject matter experts to garner highly qualified applicants.
  • Provide staffing advice including career and career conditional competitive service appointments, temporary appointments, term appointments, excepted service appointments and special appointment authorities (Veteran Recruitment Act, Schedule A, Reinstatement, Direct Hire Authority, etc.).
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Do you possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Combination of Education and Experience (TRANSCRIPTS REQUIRED):
Do you possess Equivalent combinations of successfully completed graduate education and specialized experience directly related to the work of the Human Recourses position, may be substituted to meet the experience requirements for GS-09 position. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (18 semester hours), as is describe above, (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position.

GS-11: You must have one (1) year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience includes: Advising management on appropriate laws, regulations, and policies in the field of Human Resources; developing assessments and vacancy announcements; making appropriate applicant qualification determinations; referring eligible candidates; processing personnel actions.

Do you possess a PhD. or 3 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.ORCombination of Education and Experience (TRANSCRIPTS REQUIRED): Do you possess combinations of successfully completed graduate education and specialized experience directly related to the work of the Human Recourses Specialist position, which may be used to meet the experience requirements for GS-11 position

GS-12: You must have one(1) year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience includes: Researching, interpreting, and applying executive orders, policies, practices, and Federal laws related to processing personnel actions, recruitment and staffing and various Human Resources actions; determine appropriate rating and ranking to verify candidate eligibility; and Identify recruitment sources and advise management on appropriate recruitment and staffing methods.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
