This position resides in the Defender Services Office (DSO), Data Management Division. The mission of DSO's program is to ensure that the right to counsel guaranteed by the Sixth Amendment, the Criminal Justice Act (CJA), 18 U.S.C. § 3006A, and other statutory mandates is enforced on behalf of those who cannot afford to retain counsel. The Defender Services program helps to maintain public confidence in the nation's commitment to equal justice under the law.

DSO is responsible for the administration of the judiciary's federal defender and appointed counsel system that supports over 250,000 representations under the CJA. The Data Management Division seeks a self-motivated and experienced professional to serve as Chief of Data Management. The incumbent provides day-to-day leadership, supervision, oversight, and assistance to the data management staff; coordinates DSO's data priorities, including data management as a strategic asset to drive decision making, protecting and securing program information from unauthorized disclosure, and honoring stakeholder input to promote client interests nationwide. The incumbent will be responsible for managing staff that develops the tools and strategies which help DSO to continually improve our approach and ensure that data projects are managed within the approved budget, cost, time, resources, and scope. The ideal candidate must have experience managing staff and supervising large-scale projects.

The duties of this position include, but are not limited to:
  • Providing expert day-to-day direction to and supervision of data management staff that includes technical and administrative guidance, as well as coaching and mentoring, of data staff.
  • Assigning and coordinating work across functional areas and facilitating collaboration among staff, as well as creating new mechanisms and workflow models among existing staff.
  • Serving on the DSO management team representing the Data Management Staff, attending and participating in meetings related to data with AO, Defender, and committee stakeholders.
  • Establishing priorities, identifying solutions, developing short- and long-term program and project timelines, and ensuring deadlines are met.
  • Establishing and managing both short- and long-term goals for the data management staff and integrating work with broader program objectives.
  • Conducting long-range planning, implementation, and evaluation of the DSO data strategy and a priority to continually improve the program's approach to data stewardship.
  • Serving on or leading the efforts of various committees, meetings, and working groups, and preparing and presenting, orally and in writing, briefings, and documents.
  • Developing and maintaining effective working relationships within DSO and with stakeholders inside and outside the judiciary.
  • Assisting data management staff members by providing interpretation, analysis, advice, and recommendations on policies and procedures.
  • Assisting in the implementation of national policy related to data, data governance, and reporting; analyzing data, monitoring trends, and making recommendations for the improvement of national programs.
  • Supervising the development of budgets associated with a variety of data management initiatives.

  • You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment.
  • If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

  • Qualifications

    Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

    Specialized Experience : Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience is demonstrated experience supervising data management staff with day-to-day leadership, oversight, assistance, and support; managing and protecting data, and securing program information from unauthorized disclosure; ensuring data projects are managed within the approved budget, cost, time, resources, and scope; and assessing data and other information and making recommendations to enhance operational efficiencies and meet identified program objectives.
