Summary

The Supervisory Health Technician (Telehealth Clinical), performs a full range of supervisory duties to include complex assignments and program management in the direct oversight of a team of Health Technicians (Telehealth Clinical). The supervisor works independently to set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity.

Responsibilities

The Veterans Health Administration (VHA) supports the provision of patient care using telehealth technologies which increases a Veteran's access to care and support a Veteran's self-management. This includes developing and delivering virtual and digital technologies which help Veterans communicate synchronously and asynchronously with their health care teams and coordinate, track and manage their health care.

The duties of this position are but not limited to the following:

Manages critical operations of all technologies utilized by Telehealth and Connected Care programs.

Acts as the Project Manager for major deployments, upgrades, retrofits or refresh projects for technologies and applications throughout the facility/healthcare system.

Manages new Telehealth and Connected Care equipment implementations to including technology equipment review, testing, configuration, installation, security, and verification of equipment's integration into existing IT network.

Serves as the technical SME and technical team leader for the integration of Telehealth and Connected Care technologies into associated systems and products.

Ensures implementation of and adherence to guiding processes and policies for the implementation of Telehealth and Connected Care technologies throughout the healthcare system.

Communicates and collaborates with OIT, Biomedical Engineering, Unified Communications Infrastructure Support (UCIS) team and other technical staff in the development, implementation and on going operations and maintenance of Telehealth and Connected Care technologies.

Identifies the developmental, training and orientation needs for Telehealth and other staff related to technology throughout the facility/healthcare system.

Provides technical support and resolution of issues throughout the /healthcare system and consults with OIT stakeholders as needed.

Assists in the analysis and integration of program financial, technical, procurement, workload, and scheduling information.

Monitors and maintains schedules of rooms, patients, technologies, clinical providers, and presenters as needed to ensure efficient telehealth operations.

Prepares reports and briefings on results of studies and is responsible for the collection, interpretation, and analysis of quantitative and qualitative data relevant to Telehealth and Connected Care technologies.

Utilizes procedures and systems for assessing the effectiveness of Telehealth and Connected Care and connected care solutions using automated and other data sources.

Investigates discrepancies in data, works with staff to resolve the underlying operational/business issues indicated by the data and performs audit/inspection activities for Telehealth and Connected Care technologies throughout the facility/healthcare system.

Qualifications

Basic Requirements:

United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Experience. One year of experience in a health care field that demonstrates the applicant's ability to perform the work or provides an understanding of the work such as but not limited to a medical or clinical assistant (or technician) or health technician.

OR

Education. Four academic years above high school leading to a bachelor's degree with courses related to the occupation.

OR

Experience/Education Combination.
Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable. Examples are listed below:

(a) Six months of experience in the health care field and two years of education above high school that included at least six semester hours in health care related courses such as, biological science, surgical technician courses, nursing assistant or other courses related to the position; or an associate's degree in a health care related field; or

(b) Six months of experience in the health care field and successful completion of a course for health care technicians, hospital corpsmen, or medical service specialists given by the U.S. Armed Forces.

May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

Grandfathering Provision. All Health Technicians (Telehealth Clinical) employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series, and grade held. For employees who do not meet all the basic requirements required in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:

Such employees may be reassigned, promoted up to and including the full performance (journeyman) level, or changed to lower grade within the occupation, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.

Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.

If an employee who was retained (grandfathered) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation.

Grade Determinations: One year of experience equivalent to the next lower grade (GS-8) level. In addition to the experience above, the candidate must demonstrate all of the following KSAs. Ability to perform the full range of supervisory duties which includes responsibility for assignment of work to be performed, performance evaluations, selection of qualified staff, and recommendations of awards, advancements, and when appropriate disciplinary actions. Ability to plan, organize, and coordinate clinical workflow and set short and long-term goals for the program. Ability to work independently, to set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions to optimize quality, efficiency, performance, and productivity within the service. Ability to develop policy, manage equipment requests, and provide workload analysis. Knowledge of all Connected Care programs and operations.

The full performance level of this vacancy is GS-9.

Physical Requirements: The position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. The position requires long periods of continued walking, standing, stooping, sitting, bending, pulling, and pushing. Transferring Veterans and objects may be required. Staff may be exposed to infected patients and contaminated materials and may be required to don personal protective equipment. The Supervisory Health Technician must be capable of working effectively in stressful situations and be able to shift priorities based on Veteran needs.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
