Responsibilities

  • Please note, during the COVID-19 Pandemic, the Agency is operating in a maximum telework posture for all telework ready employees occupying a telework eligible position.
  • If Selected at the GS-0301-13 level, duties will be preformed in a developmental capacity.
  • Serves as a senior assistant to the Chief, Business Management Office, with responsibility for developing, coordinating, and executing directorate administration and projects special interest to J3 Senior Leadership.
  • Plans, manages, and conducts studies, surveys, or related efforts associated with the development of policies, goals, and new objectives for the comprehensive administrative management.
  • Initiates, plans, develops, analyzes, evaluates, and implements short-range and long-range strategies and initiatives aligned with customer support corporate goals.
  • Serves as expert planner, coordinator, and advisor for agency policy regarding assigned areas of responsibility.
  • Responsible for development and management over programs planning, policy, procedural guidance, administrative operations and customer service ensuring effective implementation.
  • Responsible for the day-to-day administration of directorate operations, reviewing plans and programs for propriety and feasibility.
  • Administrator of Financial systems and programs including but not limited to Defense Travel System (DTS), Government Purchase Card (GPC), and Funds Holding.
  • Serves as the primary Training Coordinator responsible for collaborating with HQ HR Training to provide executive training and workforce development opportunities.

Qualifications

To qualify for an Administrative Staff Officer your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

GS-14:
  • Manages and coordinates a variety of executive level administrative and/or support programs and initiatives.
  • Focal point for program and business operations.
  • Routinely briefs senior leadership on executive programs.
  • Independently conducts periodic reviews to ensure the organizations administrative functions are operating in accordance with existing policies, procedures, regulations and directives.
  • Conducts reviews and analysis of organizations' administrative programs, identifies actual or potential problems.
  • Recommends actions for changes and improvements.
  • Prepares new or revised policy directives and procedures.
GS13:
  • Providing or obtaining a wide variety of management services.
  • Reviewing and analyzing administrative programs; implementing and maintaining standard operating procedures.
  • Provides guidance and clarification on many complex and obstructed issues.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
