This position is part of the Associate Administrator for Management and Budget, Department of Energy. A successful candidate in this position will serve as a Supervisory Human Resources Specialist, providing leadership, direction and coordination to effectively manage major components of the federal human resources (HR) program in the Employment and Workforce Planning Division.

As a Supervisory Human Resources Specialist, you will:
Function as a recognized authority on the management and administration of staffing and classification programs for NNSA. Conceive, develop, validate, and carry out vital staffing and classification programs, performing the more complex and controversial staffing and classification functions of the unit.

In conjunction with the Employment Workforce and Planning Division (EWPD) Director, plan, implement, and evaluate HR policies and practices associated with assigned HR functional areas, and in delivering the full spectrum of designated Human Resources (HR) management services required to support NNSA organizations in the accomplishment of their missions.

Provide a wide range of authoritative HCM advisory services to employees and managers throughout NNSA, in one or more human resource functions.

Provide technical and administrative direction to the federal staff, and program and project direction to contractor staff.

Serve on intra-agency working groups, participate in formal hearings, high level meetings and conferences with departmental executives, OPM, and other external review authorities, employee representatives, and auditors as an authority in the field of human capital management.

Analyze and document significant findings, prepare comprehensive written reports of findings and recommendations for presentation to senior agency managers, the Administrator and other top level executives within DOE and OPM.

Selective Placement Factor: The incumbent must have a Current Delegated Examining (DE) certification. This position will require conducting delegated examining, i.e., examine applicants for competitive service positions that are open to all U.S. citizens including current federal employees. Specialized Experience
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal service, i.e., NQ-02, GS-12. Specialized experience for this position is defined as: Experience performing all four of the items listed below. You are required to include examples of this experience in your resume. - Experience providing advice and guidance to managers, other human resources professionals, and employees on Title 5 federal civilian staffing/placement and classification regulations, policies, and flexibilities. This will have included delegated examining, merit promotion, direct hiring authorities, and noncompetitive hiring options for both competitive service and excepted service.
- Experience resolving complex human capital management issues in order to meet managements staffing needs in a timely and effective manner;
- Experience developing and interpreting HR policies and procedures for implementation into the workforce;
- Experience leading a team of human resources professionals.
