Summary

This position will serve as an Associate Director in the Surveillance Branch within the Division of Enforcement. The Surveillance Branch is responsible for the development, management and evaluation of the Commission's surveillance program which monitors all actively-traded Commission regulated derivatives markets including, futures, options on futures, and swaps markets to detect and prevent price manipulation and abusive trading practices.

Responsibilities

The incumbent will serve as a Supervisory Surveillance Analyst (Associate Director) in The Metals and Energy Section or the Agriculture/Softs and Financial Section.
  • Overseeing the in-depth market surveillance of all actively traded futures, options, and swaps markets along with related cash market products in Washington DC, New York, and Chicago.
  • Managing and directing the activities of the surveillance analysts of either the Energy/Metals or the Agriculture/Softs/Finance Sections. Surveillance Analysts detect, examine and identify potential violations of the Commodity Exchange Act and Commission rules and regulations including possible manipulative activity or other market disruptions.
  • Providing guidance and expert assistance to the Division of Enforcement in the development of economic evidence in major manipulation or fraud cases.
  • Supervising the analyses associated with routine and special surveillance situations, develop new surveillance techniques, supervise software prototypes, conduct regulatory change evaluations, and/or other operational improvements.
  • Advising the Commission and the Deputy Director for Surveillance concerning important market events.
  • Conducting short- and long-range planning for the Branch's surveillance activities; makes decisions on how to maintain effective relationships with registered entities and industry participants; recommend methods of reducing CFTC operating costs through changes in work methods and implementation of automation; and prepares budget recommendations and justifications.

Qualifications

CT-15: To qualify for the CT-15, you must possess at least one year of specialized experience equivalent to the CT/GS-14 level in the Federal service, or comparable experience not gained through federal service.

Specialized Experience is defined as:
  • Experience in developing policy, operational procedures/guidelines, formal presentations, and/or instructional documents as it relates to trading, economics, futures and other derivatives.
  • Ability to develop, review, and approve new analysis techniques, automated tools, data visualizations, data analysis, and mining of very large databases.
  • Expertise in handling data and identifying situations that impact market integrity, including corners, squeezes and marking the close, and other frauds that impact derivative markets.


Education

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Probationary Period. Candidates selected under competitive examining procedures will subject to a one-year probationary period.
