Summary

DIRECT HIRE AUTHORITY: This position is being filled through the office of Personnel Management's (OPM) Government-Wide Direct-Hire Authority for this occupation and is open to all U.S. Citizens. Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified Veterans will, however, be given full consideration for this position.

Responsibilities

The incumbent serves as a lead contract specialist in the Acquisition Management Division. In this position, the incumbent serves as a project leader and senior contract specialist for tasks generally related to acquisitions of unique, complex and high dollar services for commodities required by the Department and Bureau of Safety and Environmental Enforcement (BSEE) and the Bureau of Ocean Energy Management (BOEM). Serves as a contact point on issues related to contractual actions and procurement strategy for clients

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Responsible for coaching and directing a team of professionals consisting of Senior Contract Specialists, Contract Specialists, Purchasing Agents and Procurement Technicians in the Acquisitions Branch.
2. Leads the team in identifying and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks.
3. Serves as advisor to Branch Chief on acquisition of highly complex equipment, supplies and services which have significant impact on this Agency's and other agencies' processes.
4. Serves as the focal point for formal source selection procedures. Responsible for making source selection decisions and briefing senior officials within this Department and other Agencies. These officials are senior executives ranging from Division Directors to Assistant Secretaries.
5. Serves as lead negotiator and/or team leader during complex contractual negotiations.

Salary Range Information: $122,530 - $159,286
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

The Bureau of Safety & Environmental Enforcement has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Relocation expenses are not authorized. Travel, transportation, and relocation expenses will not be paid. Any travel, transportation, and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

Qualifications

Minimum Qualification Requirements:

To qualify for this position, you must meet the (1) Basic Requirements and (2) Specialized Experience for the series/grade to which you are applying.

Basic Requirements
  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. All applicants must provide either a Federal Acquisition Institute (FAI) Level III certification or a Defense Acquisition Workforce Improvement Act (DAWIA) Level III certification in order to prove completion of mandatory training requirements.

  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
  • Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience.
  • Specialized Experience Requirements
    To qualify at the GS-14 grade level, you must have at least one FULL year specialized experience at or equivalent to at least the GS-13 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience includes but is not limited to: Providing authoritative contract advisory services to management and performing cradle to grave acquisitions and support including source selection, pre and post award conferences, administration, and termination/closeout.
