Responsibilities

Continuous Evaluation (CE) defines CE as reviewing the background of an individual who has been determined to be eligible for access to classified information (including additional or new checks of commercial databases, Government databases, and other information lawfully available to security officials) at any time during the period of eligibility to determine whether that individual continues to meet the requirements for eligibility for access to classified information.

Continuous Evaluation (CE) will provide an enterprise-level capability for vetting process to review the background of an individual who has been determined to be eligible for access to classified information or to hold a sensitive position at any time during the period of eligibility.

The incumbent serves as the Senior Personnel Security Specialist providing expertise related to the day to day and in-depth analysis and evaluation of Continuous Evaluation (CE) alerts. Provide technical guidance, interprets policy in all aspects of CE/Continuous Vetting (CV) and Personnel Security.

As a PERSONNEL SECURITY SPECIALIST you will be responsible for the following duties:

Serving as an authoritative source of information relating to the CE/CV program and provides upper echelon officials with guidance concerning applicable data sources and references relating to general and specific policies, procedures, court decision and peripheral programs impacting the personnel security and CE/CV mission.

Knowledge of public laws; Executive Orders; policies, regulations and practices

Agreements pertaining to the implementation of CE/CV. Work is reviewed technically only in terms of adherence to overall policy and mission objectives and in terms of productivity achieved as measured in operational analyses.

Knowledge of programs, laws and regulations pertaining to personnel security and CE procedures, policies, and processes, as well as law enforcement and intelligence organizational structures, functions, goals, and missions.

Broad knowledge of the U.S. Government and its personnel security, CE, adjudication, insider threat, counterintelligence, and investigative components, missions, and interrelationships as well as qualitative and/or quantitative methods for program development and assessment.

Demonstrated experience of advanced management and organizational principles and practices, as well as skill in planning, organizing, and executing special projects. Incumbent is required to work cooperatively with many groups having mixed objectives in order to affect agency transformation and implementation planning.

Qualifications

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes:

Specifically you will be evaluated on the following competencies:

Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional information

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
