Summary

This position is located in the Office of the Chief Financial Officer, Accounting Division. The incumbent of this position serves as the Senior Accountant for Financial Accounting and Reporting and is responsible for formulating, developing and implement agency policies and procedures related to the agency's financial statements.

Responsibilities

As a Senior Accountant, GS-0510-14, you will perform the following major duties:
    • Prepares the agency's monthly and annual federal financial statements (Balance Sheet, Statement of Net Cost, Statement of Changes in Net Position, and the Statement of Budgetary Resources), and required footnote disclosures, which are submitted to the Office of Management and Budget (OMB), Treasury and Congress. Ensures these reports are submitted timely and accurately and in accordance with OMB Circular A-136, Financial Reporting Requirements.
    • Participates in the monthly, quarterly and yearly closing processes, including the performance of closing journal entries and reconciliations.
    • Serves as an expert in the compilation and review of the adequacy and propriety of financial statement line items, fiduciary transactions, and related reporting. Ensures compliance with financial reporting standards.
    • Analyzes problems identified with accounting transactions and reports to isolate the cause of discrepancies and reconciles differences such as those identified between budgetary and propriety accounting in support of the monthly submission of the agency's data through the Treasury's Government-wide Treasury Account Symbol Adjusted Trial Balance System (GTAS).
    • Performs analyses requiring research and understanding of the methodologies for generating accounting transactions to recommend solutions to transactions, problems, or situations impacting NTSB.
    • Utilizes knowledge of management issues and programs as they relate to resolving accounting and audit problems/issues in planning, evaluation, control, and resources allocation ; provides advice on accounting and financial management related issues to various levels of management throughout the organization.
    • Interfaces with the external independent auditors during the annual financial statement audit.
    • Participates in the development of action plans to resolve any material weaknesses or significant deficiencies discovered during the annual financial statement audit.
    • Researches and recommends solutions for complex accounting issues. Reviews and develops USSGL compliant general ledger posting models for new, revised, or unusual accounting treatments.
    • Prepares briefings and special reports for management and customers. Communicates effectively through written reports, oral presentations, white papers, position papers, memorandum and other pertinent documents.
    • Represents the NTSB on interagency committees and working groups
    • Controls and maintains fiscal records, involving general ledger accounts of the double entry system, reflecting the financial transactions and status of appropriations; advises manager on the implications and feasibility of financial standards/pronouncements.
    • Provides regulatory and procedural guidance to shared service provider while researching and assisting with a wide range of financial issues.

Qualifications

Basic Minimum Qualifications:

Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

Combination of education and experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • In addition to meeting one of the above Basic Minimum Qualifications, you must also possess the following:

    MINIMUM QUALIFICATIONS
    GS-14:
    You MUST have one year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of specialized experience tasks: Specialized experience is defined as 1.) Expert experience preparing or auditing Federal financial statements (Balance Sheet, Statement of Net Cost, Statement of Changes in Net Position, and the Statement of Budgetary Resources), and 2.) Expert experience verifying the integrity of Treasury's Government-wide Treasury Account Symbol Adjusted Trial Balance System (GTAS) data (i.e., data validations, accounting edits, and associated attributes in accordance with U.S. Standard General Ledger (USSGL) domain value rules).
