Summary

This position is located in the Beltsville Agricultural Research Center (BARC), Northeast Area, Agricultural Research Service (ARS), U.S. Department of Agriculture (USDA), in Beltsville, MD.

The incumbent serves as a supervisor in the Utility Management Unit, and provides supervision to both the wastewater treatment and water treatment plant's team of operators and rovers, mechanics and plumbers, and direction of a heavy equipment operator.

Responsibilities

  • Supervise and manage the operation, maintenance, and repair of infrastructure and systems associated with the water source, the treatment of water and wastewater and the distribution and collection of water and wastewater, respectively, at BARC.
  • Responsible for manning the wastewater treatment plants seven days a week, 24 hours per day.
  • Directly supervise wastewater plant operators, plumbers, and various allied trades people as assigned.
  • Oversee repairs, monitor tasks, schedule jobs, create reports, and provide or delegates the inspection of remote equipment (e.g., lift stations) and treatment facilities (e.g., lagoon).

  • This is an essential/emergency position; incumbent is required to report for duty during emergencies, critical periods, or during times when the Government is closed due to inclement weather or budget cut-off.
  • Ability to obtain a Maryland Class 3 Water Operator license.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Working Conditions:
Work is performed in complex working conditions under time and/or mission constraints to include 24-hour operations, to include holidays and weekends, 365 days a year. These supervisory functions are comparable to sub-factor A-2 as it relates to supervisors who: (1) have first or second level supervisory and decision-making authority over an organizational segment which typically has been established on the basis of being a distinct work function or mission, or a designated geographic location or work area; (2) make routine decisions regarding execution of policy which has been interpreted or established by the next higher level; and (3) react to variations in the workplace and maintain a balanced workload between subordinate work groups, making adjustments in workload as necessary. This responsibility falls short of Level A-3, which relates to the utilization of several subordinate supervisors through structured working relationships among subordinate groups of employees, formal procedures for scheduling and assigning work and work results, and the issuance of instructions through subordinate supervisors and leaders. Assigned supervisory responsibility exceeds Level A-1, which relates to first level supervisory and decision-making authority over a single work function.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Applicants who meet basic minimum qualifications will be placed in one of three categories: Best Qualified, Well Qualified, or Qualified.
