As a Training Specialist, you provide expertise in planning, development, presentation, and evaluation of adult training and education programs.Your major duties and responsibilities include:
  • Developing total course content to meet defined course objectives for courses in a broad specialty area, a subject-matter field, or a cluster of courses.
  • Evaluating the effectiveness of the application of education/training principles to a wide range of training problems and deficiencies.
  • Investigating new concepts and innovations applicable to external evaluation efforts and to specific training and initiates proposals for pure and hybrid application to such training.
  • Evaluating course planning and conducts validity and reliability studies to analyze things such as test items prepared by instructors.
  • Participating in planning and developing or evaluating and revising the curriculum for a training program or an academic department.
  • Leading meetings with personnel from other organizations and programs to develop or evaluate programs or specific highly technical trainings based on needs and available resources.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

In order to qualify for this position at the GS-11 level,your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-09 level in the federal service.

Examples of qualifying specialized experience include the following types of tasks performed on a regular and recurring basis:
  • Assisting senior training specialists to develop and implement competency-based adult professional development training programs, courses, and materials; and,
  • Providing recommendations to improve new courses and/or curricula, and online training modules for adult professional development programs.
OR

Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher-level graduate education leading to such a degree or an LL.M. To be qualifying, the higher-level graduate education must be in a major field of study with course work directly related to the work of this position.

OR

Have an equivalent combination of the above specialized experience AND higher-level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position.

In order to qualify for this position at the GS-12 level,your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of qualifying specialized experience include the following types of tasks performed on a regular and recurring basis:
  • Providing consultation for adult professional development training needs assessment, including working with subject matter experts to develop specialized professional training programs; and,
  • Evaluating adult professional development training programs and providing strategies to improve those programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

LEARNING TECHNOLOGY - Knowledge of developments and new applications of information technology, emerging technologies and their applications used in e-learning processes, and application and implementation to information systems to meet organizational requirements.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

COLLABORATION - Works cooperatively with others, inside and outside the organization, to accomplish objectives to build and maintain mutually beneficial partnerships, leverage information, and achieve results.

TRAINING PROGRAM ADMINISTRATION - Promotes individual and organizational development through planning, designing, and managing employee development and training programs/services.

Education
