The selectee of this position serves as a Management and Program Analyst. You will be responsible for strategic planning, metric and project plan development, budget formulation, organizational process improvement, and program analysis across all Body Worn Camera Program Offices (BWCPO).

Responsibilities

As a Management and Program Analyst at the GS-0343-14 level, some of your typical work assignments may include:
  • Overseeing strategic planning processes, including the development of strategic objectives, and project plans, managing initiatives related to the GPRA and analyzes related resources requests and allocations.
  • Providing leadership in the creation, implementation, and oversight of the performance planning process, including the division's participation in GPRA and all related reporting.
  • Optimizing BWCPO programs and business processes, effectively implementing changes that reduce weaknesses and maximize efficient functioning.
  • Serving as project officer responsible for projects involving the USMS and BWCPO Strategic Plans, process evaluation, and assessments that affect multiple Program Offices in BWCPO.
  • Serving as a technical authority leader, and expert in the development and interpretation of organization guidelines.
  • Utilizing broad knowledge of government and agency processes and procedures to provide technical leadership to division staff on issues relating to business processes.
  • Developing broad, complex programs of scientific conclusions, opinions, and recommendations that are critical to the BWCPO mission.

At management's discretion, temporary promotions/temporary reassignments may be terminated at any time prior to the not-to-exceed date. After the temporary promotion/temporary reassignment the employee will be return to their former position of record.

The appointment may be extended up to a maximum of 1 additional year (24 months of total service).

Must pass a pre-employment security investigation and drug screening.

This position is a Testing Designated Position and is subject to random drug testing.

May be required to successfully complete a probationary period.

REQUIREMENTS:

Males born after 12-31-59 must be registered for Selective Service.

Must be a U.S. Citizen or National.

All qualification requirements for this position must be met by the closing date of this announcement.

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level).

Must be able to obtain and maintain a Secret security clearance.

Qualifications

GS-14 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 grade level is required to meet the time-in-grade requirements for the GS-14 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

You may qualify at the GS-0343-14 level, if you fulfill one of the following qualifications:

A. Specialized Experience: One year of specialized experience which includes: 1) Applying laws such as the Government Performance Results Act (GPRA) to improve performance management; 2) Providing recommendations that have a direct and substantial effect on an organization; 3) Developing and interpreting organizational guidelines; and 4) Supervising or leading a team that accesses business and administrative operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
