Responsibilities

You will serve as an Electrical Engineer (CYBER) and be responsible for review of all requests for Equipment Certification for completeness and accuracy prior to final submission to CG-672 and NTIA for their review and certification.

Your Primary Function will be to support Program Management Offices (PMOs) to identify and capture all required data for certifications, generation and final submission of systems certification requests to NTIA through CG-672 via the Equipment Location - Certification Information Database (EL-CID). You will be responsible to review all requests for completeness and accuracy prior to final submission to CG-672 and NTIA Spectrum Planning Sub-Committee (SPS) for their review and certification.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Analyzing system design constraints, trade-offs and detailed system to insure parametric data is recorded and validated in the Equipment Location - Certification Information Database (EL-CID).
  • Analyzing architectures or system components technical specifications, to properly record in the EL-CID Program.
  • Working with senior level staff member to assist in the development and review of sensitive information including pre-decisional and/or embargoed Radio Dependent Systems, EMI/RADHAZ aspect and organizational changes pertaining to program system development and operations.
  • Monitoring design, analysis, operational performance and/or internal security procedures of national security systems (NSS) and respective classified information, critical infrastructure, mission essential systems (MES), high value assets (HVA) or other USCG Communications systems.
  • Conducting a market analysis to identify, assess, and recommended products are in compliance with organization's evaluation and validation requirements, in support and Certification of future Radio Frequency dependent system, supporting USCG Communication Systems, Radars, and Sensors.
  • Exercising judgment and discretion when obtaining and leading confidential advance information of management's position with regard to USCG Systems under contract negotiations and investments; performing studies that may result in changes of system configuration, platform changes, or non-compliant systems in regard to EMI/RADHAZ restrictions prohibiting installations, or non-supportable Radio Frequency Dependent Systems.

To qualify at the GS-11 grade level, applicants must meet one of the following:

At least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience may include the following:
  • Providing technical support for long range RF communications systems to include National Certification of those systems, and communication services.
  • Experience with System Engineering Life Cycle (SELC).
  • Establishing criteria; formulating projects; assessing program effectiveness; and/or investigating/analyzing a variety of unusual conditions, problems, or issues.
  • Performing Engineering Change Proposal lead functions providing management support and technical expertise on long range RF communication systems to include: transmitters, receivers, amplifiers, antenna couplers, and antenna systems.
  • Reviewing and evaluating effectiveness, technical adequacy, and suitability of engineering work and proposals of others developing system modifications to ensure there is no impact on performance, reliability, and maintainability.

OR

Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree that is directly related to the duties of this position.

OR

Combination of graduate level education and specialized experience that meets 100% of the qualification requirements for this position.

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience may include the following:
  • Providing technical support/expertise for long range RF communications systems to include National Certification of those systems, and communication services
  • Experience with System Engineering Life Cycle (SELC).
  • Establishing criteria; formulating projects; assessing program effectiveness; and/or investigating/analyzing a variety of unusual conditions, problems, or issues.
  • Serving as an internal consultant and advisor in own area of technical or programmatic expertise (e.g., satellite communications, policy development, capital planning).
  • Reviewing and evaluating effectiveness, technical adequacy, and suitability of engineering work and proposals of others developing system modifications to ensure there is no impact on performance, reliability, and maintainability.
  • Coordinating technical activities with external customers and support organizations representing the organization in reaching compromises and agreements with engineers and contractors.

To qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience may include the following:
  • Providing technical support/expertise for long range RF communications systems to include National Certification of those systems, and communication services.
  • Experience with System Engineering Life Cycle (SELC).
  • Performing market research for procurement of RF communication systems, equipment and/or services.
  • Developing and overseeing the execution of project plans, schedules & technical installation/implementation plans to procure, configure, deploy and maintain RF communication systems.
  • Overseeing the planning, design and evaluation of projects to deploy RF communication systems to mobile units (ships, aircraft, and portable systems) nationwide or worldwide.
  • Proposing new policies and practices in order to resolve specific complex and/or intricate issues and problems or research trends and patterns in order develop new methods and criteria.
  • Establishing criteria; formulating projects; assessing program effectiveness; and/or investigating/analyzing a variety of unusual conditions, problems, or issues.
  • Serving as an internal consultant and advisor in own area of technical or programmatic expertise (e.g., satellite communications, policy development, capital planning).
  • Providing leadership in the planning, design and evaluation of projects to deploy communication systems to mobile units (ships, aircraft, and portable systems) nationwide or worldwide.
  • Reviewing and evaluating effectiveness, technical adequacy, and suitability of engineering work and proposals of others developing system modifications to ensure there is no impact on performance, reliability, and maintainability.
  • Utilizing knowledge in plan modifications to complex subsystems or major categories of equipment to include preparing cost estimates, procedures, criteria, and specifications for systems modification and for procurement and testing of new equipment and software.
  • Coordinating technical activities with external customers and support organizations representing the organization in reaching compromises and agreements with engineers and contractors.
  • Ensuring contractor performance meets contractual requirements; adheres to US Coast Guard policies and regulations; conforms to engineering and technical specifications; adjudicate deficiencies and discrepancies with installation documents; develop and maintain installation production schedules, review production and cost reports to ensure cost and schedule adherence; and work with installing activities to ensure on time delivery of ships' systems.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirements:
  • Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

  • OR

    2. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
  • Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  • Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  • Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  • Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
