Responsibilities

You will serve as a Supply Management Specialist (CYBER) and be responsible for managing the package of support functions required to field and maintain the readiness and operational capability of cybersecurity systems and components.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:
  • Providing advice on project costs, design concepts or design changes.
  • Providing ongoing optimization and problem-solving support.
  • Developing and documenting supply chain risks for critical system elements.
  • Coordinating and managing the overall service provided to a customer end-to-end.
  • Gathering feedback on customer satisfaction and internal service performance to foster continual improvement.
  • Applying cybersecurity functions (e.g., encryption, access control, and identity management to reduce exploitation opportunities.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.

Qualifications

To qualify at the GS-09 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience at the GS-09 level may include the following:

1. Basic understanding of Command/Control (C2), Navigation, Optical and Communications, Command/Control/Communications/Computers/Cyber & Intelligence Service Center supported, ELEX (Electronics) systems, nomenclatures and basic system functionality.
2. Some knowledge of system life cycle, management principles.
3. Familiar with Surface Forces Logistics Center (SFLC) and C5ISC Provisioning Item Enrollment Proposal (IEP) processes and Naval Electronic Supply Support System (NESSS), Fleet Logistics System (FLS) and SFLC Web Application Portal (SWAP) applications. Able to navigate menus in provisioning apps.
4. Experience with SFLC Central Application - submitting Change records, Business Operations Division (BOD) Requests and Activities.
5. Experience in navigating Portal Pages.
6. Work with supervisor and Primary stakeholders to coordinate provisioning and Naval Electronic Supply Support System (NESSS) acquisitions support to deliver and sustain Product Line, fielded systems. Monitor progress on project milestones and provide regular progress reports to supervisor.
7. Initiate Shared Service Request entries to track status of customer requests for provisioning services. Monitor requests and track progress and ensure completed request tickets are closed promptly.
8. Partner with Asset Logistics Division, Business Operations Division and Engineering Services Divisions (ALD/BOD/ESD) service managers, product lines, and SFLC Afloat Asset community to balance and prioritize services to meet customer requirements and objectives and manage constraints.
9. Foster open communications with stakeholders, peers and supervisors. Actively participate in conferences and develop rapport with Provisioning stakeholders. Experience with virtual meeting Apps like Microsoft Teams and Skype is a plus.

OR Applicants may substitute successful completion of a Master's or equivalent degree, or 2 full years of progressively higher level graduate education leading to a Master's degree or equivalent graduate degree (such as an LL.B. or J.D., if related).

OR A combination of appropriate specialized experience (as described above) and graduate education (as described above) to meet the qualification requirements.

To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. Specialized experience may include the following:

1. Basic understanding of Command/Control (C2), Navigation, Optical and Communications, Command/Control/Communications/Computers/Cyber & Intelligence Service Center supported, ELEX (Electronics) systems, nomenclatures and basic system functionality.
2. Some knowledge of system life cycle, management principles.
3. Familiar with Surface Forces Logistics Center (SFLC) and Provisioning Item Enrollment Proposal (IEP) processes and Naval Electronic Supply Support System (NESSS), Fleet Logistics System (FLS) and SFLC Web Application Portal (SWAP) applications. Able to navigate menus in provisioning apps.

OR Combination of appropriate specialized experience (as described above) and graduate education (as described above) that is beyond the second year of progressive graduate study to meet the qualification requirements.

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience may include the following:

1. Candidate shall be familiar with Command/Control (C2), Navigation, Optical and Communications, Command/Control/Communications/Computers/Cyber & Intelligence Service Center supported, Electronics (ELEX) systems, nomenclatures and basic system functionality.
2. Have knowledge of system life cycle management principles.
3. Solid understanding of Surface Forces Logistics Center (SFLC) and Provisioning Item Enrollment Proposal (IEP) processes and Naval Electronic Supply Support System (NESSS), Fleet Logistics System (FLS) and SFLC Web Application Portal (SWAP) applications. Ability to navigate and perform functions in provisioning menus in these apps.
4. Comfortable with delivering training to peers on provisioning or acquisitions topics
5. Experience with SFLC Central Application - submitting Change records, Business Operations Division (BOD) Requests and Activities. Includes knowledge of Allowance Parts List (APL) request activities.
6. Experience in navigating Coast Guard, Portal Pages.
7. Primary stakeholder for coordinating provisioning and NESSS acquisitions support for delivery and sustainment of Product line, ELEX systems in the field. Provide direction and monitoring for all significant activities to ensure successful delivery.
8. Initiate Shared service request entries to track status of customer requests for provisioning services. Monitor requests and track progress and ensure completed request tickets are closed promptly.
9. Provide Support for SELC process, reviewing Time Compliance Technical Order's (TCTO's), Installation Design Plans (IDP's), Engineering Changes, Charters, tailoring plans and other support documentation for logistics data accuracy; provide feedback for edits.
10. Partner with ALD/BOD/ESD service managers, product lines, and SFLC Afloat Asset community to balance and prioritize services to meet customer requirements, constraints, and objectives.
11. Foster open communications and facilitate conferences with multiple stakeholders, develop rapport with Provisioning stakeholders. Experience with virtual meeting Apps like Microsoft Teams and Skype is a plus.
12. Knowledge of processes to develop logistics artifacts for acquisitions i.e. Independent Government Cost Estimate (IGCE), Market Research Reports, Justification for Other Than Full Open Competition (JOTFOC), SOW/PWS's, and HSAM Appendix G.
13. Able to participate in acquisition Technical Evaluation Teams (TET) to examine potential vendor award packages and provide recommendations to the Contracting Officer (KO) while ensuring security best practices are followed.
14. Knowledge of SFLC and Military Specification (MILSpec) Packaging, Packing, Preservation and Marking (PPP&M) requirements.

3.
