Responsibilities

As a Financial Management Analyst at the GS-0501-12/13 some of your typical work assignments may include:
  • Provide expert advice to senior managers and others on all phases of the budgeting process, including formulation, preparation, execution, and accounting. Advise management on financial and budgetary issues and analyses as needed.
  • Prepare detailed reports and financial data used to support the annual congressional budget justification. Review and analyze resource management programs and systems for accuracy and compliance with federal and Department of Defense (DOD) regulations.
  • Operate and monitor Defense Agencies Initiative (DAI) to ensure transactions are coded and entered appropriately and correctly per policy and procedure. Knowledge of Planning, Programming, Budgeting, and Execution (PPBE) processes and other Department of Defense financial systems.
  • Advise the Chief Financial Management Branch and Joint Staff Comptroller on internal controls issues and concerns to ensure accuracy of the accounting data. Review and correct transactions that may affect the Joint Staff budget.
  • Lead in the planning, programming, formulating, presenting, and justifying of accounting records, budgetary reports, and other financial related data. Prepare detailed reports and financial data used to support the annual congressional budget justification.
  • Lead analytic analyses and prepare cost of war and monthly Joint Staff budget execution reports. Process reports on financial and budgetary commitments and make recommendations to senior managers regarding financial adjustments to the annual budget based on spending patterns and trends.

Qualifications

You may qualify at the GS-12, if you fulfill the following qualifications:

One year of specialized experience equivalent to theGS-11 grade level in the Federal service:
  • Applying theories, concepts, principles, and practices of financial management, and recommending resolutions to complex and difficult financial and budgetary problems and issues, including policy issues.
  • Conducting complex analyses to identify and propose solutions lo financial related issues/ problems that can significantly impact assigned programs, policies, and operations.
  • Preparing plans, reports, charts, graphs, briefings, and related correspondence to provide clear and concise budgetary and financial information. Develop financial management operating procedures and systems guidance, as directed. Preparing conclusive reports and making recommendations to senior management officials.
You may qualify at the GS-13, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
  • Applying theories, concepts, principles, and practices of financial management, and recommending resolutions to complex and difficult financial and budgetary problems and issues, including policy issues.
  • Utilizing financial management programs, policies, procedures, and processes, including knowledge of federal and Department of Defense (DOD) budgetary policies, procedures, and the budgetary legislative process.
  • Conducting complex analyses to identify and propose solutions lo financial related issues/ problems that can significantly impact assigned programs, policies, and operations. Participating in making recommendations to senior management officials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0501, series as listed below:

Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
  • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
  • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
  • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
  • Financial Certification Requirements: Employees are allotted 2 years in which to achieve a Level III Financial Management (FM) certification in accordance with Department of Defense (DoD) Instruction 1300.26, Operation of the DoD Financial Management (FM) Certification Program

    Substitution of education may not be used in lieu of specialized experience for this grade level.
