Responsibilities

This position serves as a Financial Systems Analyst (Reporting), performing professional analyst work relating to the financial activities of the Financial Systems Division within the Financial Services Directorate (FSD). The work requires the design and adaptation of automated financial management systems and/or financial reporting systems, and/or the Library's budget system. In addition, the incumbent renders financial advice and assistance to management.

The incumbent also serves as an expert advisor and assistant to the Chief of the Financial Systems Division for administering a business intelligence tool and data warehouse for a central financial management system with nine complex modules.

Creates complex, multi-faceted financial reports through SQL and other business intelligence technologies, such as Crystal Reports, Business Objects Enterprise server, Web Intelligence, Tableau, Toad, and 360 Suite. Updates and modifies existing reports, designs new applications, and has continuing responsibility for maintenance of reporting programs. Recommends needed redesign studies. Participates in the design and development stages of reports developed internally and/or under contract. Reviews proposed policy, regulations, and procedural changes to determine impact on area of responsibility. Recommends priority areas of emphasis for improvement of current systems. Applies knowledge of key financial principles and concepts and knowledge of federal budgeting. Employs mastery of financial data and reporting concepts and practices, including application of IT principles and standards. Provides expert advice, guidance, and recommendations to management and other financial system analysts on critical financial system and financial data reporting issues.

Provides both professional expertise and systems support in the development and operation of automated financial management and/or reporting applications as well as the Library's budget system. Provides application assistance to functional areas within FSD, the Library, and legislative branch agency partners during all phases of the development, establishment and maintenance of integrated financial systems and reporting systems.

Provides business process and financial systems advice and expertise to the chief of the Financial Systems Division, all organizational elements of FSD, and all Library application users regarding the development of financial systems policies, systems and operating procedures. Supports the planning, execution, installation and training of all new and/or improved financial management processes and systems within FSD, the Library, the Legislative Branch Financial Management System (LBFMS) and related reporting systems. Supports other legislative branch agencies using the systems.

As a technical expert, drafts policy and guidelines for the development of data structures and access strategies that conform to business and mission requirements. Supports projects to develop and implement new data management schema. Develops logical data models to be translated into workable physical database schema and structures in the database development process. Selects modeling methodologies and tools. Generates models that are capable of accommodating new business requirements and processes. Updates and tests ETL scripts to load data from the financial management system (Momentum) into the Oracle-based financial reporting data warehouse, sitting on a Linux operating system.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to apply analytical methods and techniques to identify and/or resolve complex financial issues.**

Ability to use financial computer systems and software applications for financial analysis work.**

Ability to provide assistance and consultation on financial matters, issues, and data.**

Knowledge of the federal budget process and financial management practices and procedures.

Ability to communicate in writing.

Ability to communicate effectively other than in writing.
