Responsibilities

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

Major Duties

As a Public Health Analyst, you will serve as a principal advisor carrying out policy planning and evaluation activities in support of the organization's mission and goals.

Your major duties and responsibilities include:
  • Developing projects to identify, review, and analyze complex and highly visible actions such as public health legislation and executive directives.
  • Working with the appropriate staff within the organization and at HHS, OMB and Congress regarding a variety of budgetary issues.
  • Assisting organizational units in preparing budget initiatives that are consistent with organization and HHS priorities.
  • Working with partners and others in the organization to ensure coordination of and analysis of national and state activities.
  • Performing a variety of duties related to special projects involving program issues that contain complicating elements.
  • Developing reports or presentations.

QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.

2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.

3. Knowledge of a specialized public health program.

4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.

5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

GS-12: In order to qualify for this GS-12 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of qualifying specialized experience at the GS-11 level include performing the following types of tasks on a regular and recurring basis:
  • Collecting or compiling qualitative or quantitative public health data for use in making programs decisions;
  • Conducting analyses of public health programs to communicate emerging issues or areas of concerns to senior policy managers; OR
  • Drafting briefing materials on public health issues to use in the strategic planning of public health programs short-term or long-term goals.

GS-13: In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of qualifying specialized experience at the GS-12 level include performing the following types of tasks on a regular and recurring basis:
  • Synthesizing or translating broad public health concepts and policies into clear and concise reports, summaries, and briefing materials for use by internal or external stakeholders;
  • Assessing or interpreting public health policy to provide recommendations to support decision making on public health programs; OR
  • Conducting short or long-term planning, program assessments, development, or policy of public health programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

LEGISLATIVE PROCESS AND POLICY - Understands the legislative process and how it impacts the missions of the Department, the Agency and one's own organization.

PUBLIC HEALTH - Knowledge of the principles, practices, & methods of administering public health programs to provide advice and technical assistance on the improvement of public health activities, including analysis & evaluation for public health programs at Federal, State & local government levels.

RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

TECHNICAL WRITING - Prepares written documentation to transfer technical Information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge.
