Northrop Grumman's Defense Systems Sector (NGDS) is looking for a Sector Program Execution Program Manager to support the Quality and Operational Excellence organization. The selected candidate can join our growing team of diverse professionals in any of the following major Defense Systems sites: McLean, Virginia Huntsville, Alabama Orlando, Florida Elkton, Maryland Rocket Center, West Virginia The Quality and Operational Excellence organization is comprised of systems thinkers and guardians for our company, customers, and stakeholders. We are a multi-faceted organization, responsible for areas aligned to Digital Transformation, Strategic Resource Planning, Program Excellence, Lean-Agile, Engineering, Technology, Global Supply Chain, Manufacturing, and Quality and Mission Assurance. Primary responsibilities include, but are not limited to: Measure program performance by developing metrics and analyzing data Development and delivery of presentations to sector, division, and program stakeholders Lead Independent Program Reviews, Program Start-Up Reviews, and other Program Reviews as required Assist with Non Advocate Reviews at Corporate, Sector, or Division levels Assist with Program Management Development and Training Support Program Audits through lessons learned and corrective action plans Manage return to green plans with PMs and offer solutions based on demonstrated history and knowledge Closely collaborate with Quality, Engineering, Manufacturing, and Global Supply Chain (GSC) Awareness, education, and implementation to internal processes for program management Continuous improvement of internal reporting systems metrics (ie IPRS) to provide key insight to management Basic Qualifications: Must have one of the following: Bachelor's degree with a minimum of 8 years of program/project management experience Master's degree with a minimum of 6 years of program/project management experience A minimum of 5 years of experience leading the performance of tasks on schedule, at cost, and achieving all requirements as either project lead, integrated program team, or cost account manager A minimum of 5 years of demonstrated success leading teams/and or organizations to achieve business outcomes Requires thorough knowledge and expertise of program management processes, procedures, best practices, and tools Ability to develop relationships and operate in a collaborative team environment Must possess strong organizational and interpersonal skills to communicate effectively with all levels of management and individual contributors The ability to apply knowledge, insights, and understanding of business and financial concepts, tools, and processes to the benefit of program decisions, actions, and performance The ability to manage communications with stakeholders through organized processes to ensure that program information is defined, collected, shared, understood, stored and retrieved in a manner that effectively meets program and stakeholder needs. The ability to identify and address program impacts through a systematic, proactive approach to issue and problem resolution that identifies, communicates, monitors, and promptly resolves conflicts across all levels of the program The ability to address program uncertainty through an organized and analytical forward looking approach that identifies risks and opportunities, determines appropriate handling plans, and manages, controls, and communicates risks and opportunities throughout the lifecycle of the program. Must have or be able to obtain and maintain a US Department of Defense (DoD) Secret security clearance Must be able to work on-site at one of the following Defense Systems sites: McLean, Virginia Huntsville, Alabama Orlando, Florida Elkton, Maryland Rocket Center, West Virginia Must be able to travel as needed (up to 10% of the time) Preferred Qualifications: Demonstrated knowledge of Program Execution Framework Experience with Lean-Agile principles, Agile frameworks (eg, Scaled Agile) and Continuous Improvement Concepts The ability to establish and apply a technical performance baseline to monitor and compare key program technical performance measures, assess program and product status, and take appropriate action to maintain conformance with the baseline Active DoD Secret security clearance Salary Range: $143,400.00 - $249,100.00 Employees may be eligible for a discretionary bonus in addition to base pay . Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
