Responsibilities Performs research of complex public policy issues ranging from energy and health care to national defense and homeland security. Conducts research using both qualitative methods and quantitative methods, such as case studies, survey research, statistical analysis, and model building. Collaborates with technical staff to develop data warehouse. Uses spreadsheets and statistical database programs, such as SAS. Prepares policy reports and briefs of research and presents findings. Analyzes legislative proposals. Evaluates the effectiveness of existing government policies and programs and formulates recommendations regarding strategies to achieve identified mission. Contract Specific Responsibilities: Participate in all aspects of strategic plan development, coordination, and maintenance. Facilitate project prioritization, production, and updates. Work closely with senior USG representatives to de-conflict and align disparate views. Draft cables to the field. Draft detailed and complex coordination documents. Provide briefings to senior executives. In coordination with the government lead, explore ways to enhance project functionality, increase efficiencies, and disseminate data to those with a mission "need to know". Review and provide input to draft policy documents. Facilitate internal review of draft documents. Track a range of complex interactions with interagency partners at the highest levels of the IC and key allies. Arrange meetings, escort visitors, take detailed notes, and follow up on action items from the meetings and conferences. Coordinate sensitive documents across the IC for disclosure. Facilitate discussions of complex legal issues with the appropriate parties, such as the Status of Forces and other bi-lateral agreements for specific countries. Support USG coordination and response to short-fuse queries on breaking issues that impact the equities of the USG and allies. In coordination with the government lead, explore ways to enhance system functionality, increase efficiencies, and disseminate data to those with a mission "need to know". Track a range of complex interactions with allied nations that have a high degree of visibility at the highest reaches of the IC, national security community, and our allies. Arrange meetings, escort visitors, take detailed notes, and track action items from various meetings and conferences. Assist and support organizing IC working groups, meetings, boards, and other forums. Assist in developing recommendations, resolving issues, and implementing specific intelligence community (IC) policies. Support the senior interagency working group on unauthorized disclosures. Establish and coordinate various SharePoint sites to support collaborative work across the IC. Qualifications To qualify for a Senior-level labor category, the candidate must possess, at a minimum, the following education and experience: Bachelor's degree; and Twenty (20) years of work experience related to the technical requirement against which the individual is slated to perform. Four (4) years' experience may be used in lieu of a Bachelor's degree, which would then require the individual to have a total of twenty-four (24) years of work experience related to the technical requirement. If an individual possesses a Master's degree (preferred, but not required), the requirement for related work experience is reduced to eighteen (18) years. If an individual possesses a PhD, the requirement for related work experience is reduced to fourteen (14) years. Contract specific qualifications: Required: Excellent written and oral communications skills, to include rules of composition and grammar, and the ability to convey complex information and ideas clearly to employees at all staff levels; Familiarity with foreign affairs; Superior experience and knowledge of the IC, national security, and intelligence communities to include intelligence policy, IC missions, and interagency coordination to build and sustain effective working relationships and promote the sharing of information; Superior administrative skills and experience; Superior interpersonal skills interacting with senior-level officials, particularly with those of different background or nationality; Superior knowledge of the IC, national security and intelligence communities, including knowledge of intelligence policy, IC missions, and interagency coordination to build and sustain effective working relationships and promote the sharing of information; Familiarity with foreign affairs; Superior interpersonal, organizational, and problem-solving skills, including a superior ability to work effectively both independently and in a team or collaborative environment, and to sustain professional networks both internal and external; Extensive knowledge of government administrative policies, protocol, and office systems organization; Demonstrated ability to apply executive support concepts, principles, and practices while dealing with a variety of time-sensitive technical and administrative requirements and procedures; Ability to manage competing priorities under strict deadlines while maintaining a high level of attention to detail; Strong understanding of the role of the DNI Representative; Embassy structures and organizations; and the interrelationship between IC HQ and Embassy representatives; Strong cable writing skills; and Good organizational skills and outstanding time management ability. Desired: Possess strong understanding of the role of DNI Representatives; Embassy structures/organizations, and interrelationship between IC HQ and their Embassy representatives; and Strong cable writing skills.
