Who We Are Founded in 1999, Maryland Coalition of Families (MCF) is a statewide nonprofit with a central office in Columbia, Md., and staff located in communities throughout the state. Using personal experience as parents, caregivers, youth and other loved ones, we connect, support and empower Maryland's families. Our staff provide one-to-one support to parents and caregivers of young people with mental health, substance use and gambling issues. We also advocate to improve systems that impact individuals with behavioral health challenges. Overview The Director of Human Resources manages and oversees the human resources department including supervision of the HR Manager. The Director of Human Resources is a key member of the leadership team and is responsible for the strategic direction of department and organization. The Director must have a thorough understanding of all requirements relating to human resources management and serve as the content expert for matters relating to HR strategy, performance management, employee engagement, compensation, employment and labor laws, compliance, payroll, and benefits. Essential Duties and Responsibilities Supervises HR Manager and HR consultants and oversees the human resources department. Analyzes and develops Human Resources strategies which impact the organization including but not limited to organization culture, morale, and retention, recruiting and onboarding, performance management, workforce development and succession planning. Collaborates with senior leadership to understand the organization goals and strategy related to all areas of Human Resources. Counsels and advises staff on a wide variety of sensitive personnel issues (eg, discipline, hiring, promotions, return to work, etc.) for the purpose of assisting in effective decision making and enforcing all relevant policies, procedures, and employment laws. Develops the organization's Diversity, Equity, and Inclusion strategy to support our values, diverse workforce, and diverse families we serve. * Ensures organization policies, procedures and handbook are kept updated, reflect changes in laws, and reflect the organization's needs and culture. Provides expertise and guidance regarding organizational changes to build trust and gain acceptance by employees. Develops succession planning and cross training plans to ensure the long-term success of the organization. Administers or oversees the administration of human resource programs including, but not limited to, compensation, benefits, leave, disciplinary matters, disputes and investigations, performance and talent management, productivity, recognition, and morale and occupational health and safety. Oversees processing of all claims and paperwork related to workers compensation, disability, FMLA, and other legal requirements. Responsible for retirement plan compliance and acts as the plan administrator. Oversees the annual performance evaluation process providing guidance and coaching to supervisors and ensuring new supervisors are trained on organization process. Monitors and ensures the organization's compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance. Identifies and executes best practices in human resource management. Qualifications Bachelor's degree in Human Resources or related field (HR/Organization Development or Business Administration). Master's degree preferred. PHR or SPHR certification preferred. Minimum ten years of experience in Human Resources. Minimum three years of experience supervising and developing a team. Thorough knowledge of employment-related laws and regulations. Excellent verbal and written communication skills. Strong analytical and problem-solving skills. Proficient with use of technology including HRIS, ATS and payroll systems. Experience working with a diverse workforce and in a non-profit environment a plus. Successful completion of a background check.
