Northrop Grumman's Advanced Tactical Programs (ATP) Operating Unit (OU), operates within the Tactical Fighters Business Unit, Airborne Multifunction Sensors (AMS) Division. This position will be located in Baltimore, Maryland. We are looking to hire multiple program managers. The ATP OU is one of the fastest growing programs in the AMS Division and has a unique range of cutting-edge technology programs spanning development and production, while operating in a challenging and fast-paced environment to bring needed capability to the warfighter. Positions available in the ATP OU organization roll up to production and development leads within the Operating Unit with responsibilities relating to EMD, Advanced Capability Development and Production. Individuals in these positions will have influence in new capability capture, proposal development, tech maturation risk reduction activity, CRAD management and affordability initiatives. Both roles will focus on leading the team in growing the business, keeping the program sold, and successfully executing accelerated program development/production achieving cost, schedule, and delivery commitments across multiple contracts and customers. Individuals in these positions will have opportunities to lead or participate in program capture, proposal development, and strategic investment initiatives. The Manager Programs 3 will be responsible for coordination and management of all phases of execution, from inception (proposal development), program baseline, sustainability, and logistics through completion (contract closeout). Primary responsibilities will include but are not limited to assisting the Program Director and Program Managers with: Development of customer relationships and cultivation of customer intimacy Proposal development / Capture planning and strategy Statement of Work (SOW) creation Negotiation and establishment of schedule milestones, payment, and other key contract terms and conditions Coordination of Engineering Change Proposals (ECP) and other contract changes in conjunction with customer(s) Planning and execution of a variety of proposal and contract types (FFP, CPFF, etc.) Development and delivery of presentations to customers, management, and other program stakeholders Preparation of metrics and internal progress reports for management (IPRS, iPMR, etc.) Leading and directing a cross-functional Integrated Product Team (IPT) Management of personnel, company resources, and other assets in support of program execution Development and adherence to Integrated Master Schedules (IMS) Development and adherence to budget baselines utilizing Earned Value Management (EVM) methodologies and tools Government Property (GFE, CFE, etc.) tracking and management Other miscellaneous tasks and objectives as directed by executive and program management Basic Qualifications: 1. Bachelor's Degree with 10 or more years' relevant work experience 2. Demonstrated success in managing projects to cost and schedule requirements. 3. Must possess strong organizational and interpersonal skills to communicate effectively verbally and in writing with all levels of management and individual contributors. 4. Ability to travel domestically as required 5. US citizen and active US DoD Secret clearance (in scope) and the ability to qualify for access to Special Access Programs (SAPs). Preferred Qualifications: 1. Active US DoD Top Secret clearance and the ability to qualify for access to Special Access Programs (SAPs) 2. Prior experience leading sensor system, technology, development or production programs, operations management, knowledge of RF system products, capabilities, and enabling technologies. 3. Program or Project Management experience in Engineering, Finance, Logistics, Operations or Supply Chain/Subcontracts Management 4. Bachelor's degree in Engineering or Master's Degree in Business Administration (MBA) with ten years' experience supporting Department of Defense (DoD) and/or Government contracts 5. Prior experience with execution of small to large, multi-year contracts (CPIF, FPIF, FFP, IRAD, and/or CRAD programs 6. Prior experience with Earned Value Management (EVM) and MS Project 7. Familiarity with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR) Salary Range: $158,500.00 - $237,700.00 Employees may be eligible for a discretionary bonus in addition to base pay . Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
