Minimum Qualifications

Education
  • A Bachelor's degree in Business Administration, Finance, Accounting, Economics, Engineering, Transportation or a related field.
    • In Lieu of Bachelor's Degree, a high school diploma or GED and four (4) years of diversified experience in budget planning, financial reporting and analysis, financial forecasting and strategic planning.

Experience
  • Seven (7) years of experience in budget planning, financial reporting and analysis, financial forecasting and strategic planning.

Preferred

Education
  • A Master's degree in Business Administration, Finance, Accounting, Economics, Engineering or Transportation

Job Summary

The Senior Budget Analyst (PPI) assists with budget planning and financial analysis for operating and capital expenditures and its interdependencies across high level projects/initiatives for the IBOP Departments and Offices. Functions include, but are not limited to, executive reporting, financial recommendations for funding allocations, forecasting and cost efficiency analysis.

Essential Functions
  • Supports IBOP annual capital, operating and position control budgets. Ensures that financial stewardship is in place and that budgets are managed according to plan.
  • Provides analysis for IBOP Management inquiries for respective budgetary issues. Tracks and monitors budget status for expected outcomes. Prepares executive reporting for IBOP regarding the financial growth and health across all departments Provides transparency and visibility to leaders across the department.
  • Validates data anomalies and cleanses financial data within the applicable systems used in budget reporting, as well as monthly financial reporting, productivity management and benchmarking data submissions. Ensures creditability across departments and drives improved performance.
  • Analyzes changes between proposed and actual budgets and reconciles across allocated funding sources. Ensures compliance with financial principles and practices and minimizes risk.
  • Serves as a liaison with departmental subject matter experts (SME's) ensuring that data adjustments, accruals and modifications are reconciled and entered within specified timelines and deadlines. Also, ensures the accuracy in Executive reporting and forecasting.
  • Provides Cost Estimate Analysis for projects and initiatives across the department. Supports efficiency and savings efforts where applicable.
  • Analyzes, distills, interprets and reports out on financial data for budgets across all departments. Tracks allocated spend patterns for personnel and non-personnel line items including vendor costing. Manages budget according to performance objectives/goals.
