With minimal supervision and subject to timeframes, performs a variety of zoning administration functions to include:
  1. Serves as the lead technician in the Zoning Permit Section for the review, coordination, and issuance of administrative permits for Temporary Uses:
    • Reviews applications for compliance with submission requirements and compliance with all applicable regulations;
    • Coordinates with other branches and county agencies;
    • Prepares approval or denial letters for the applicant and issues Non-RUPs for approved TSPs; and
    • is responsible for maintenance of the overall TSP process and related procedures.
  2. Conducts the technical zoning review of building permit applications for residential, commercial or industrial construction or additions:
    • Reviews and evaluates submissions to determine compliance with minimum required yards, location regulations, as well as proffers or development conditions; and
    • Reviews and issues other zoning permits or approvals, such as the issuance of 21 day Non-RUPs, permits for amusement devices, school trailers, home occupations and Non-RUPs, and other administrative permits.
  3. Responsible for the tracking of expiration dates for special exceptions, special permits, and variances:
    • Logs and tracks existing approvals;
    • Prepares letters notifying applicants of any pending expiration deadlines and the need to request additional time or an extension; and
    • Maintains the appropriate County database and filing systems in support of this duty.
  4. Provides technical information to the public, including Freedom of Information Act (FOIA) requests, and other county staff regarding zoning regulations and county-wide development processes.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; plus four years of non-professional planning or zoning related work, as defined by the area to which assigned.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Seeking individual with knowledge of the practices of planning and zoning, and professional experience in the review and issuance of planning, zoning, building, and/or related permits. Must be an effective communicator, with an ability to clearly communicate information orally or in writing to members of the public and other professional staff. Must have excellent writing skills with experience producing a variety of professional writing types, such as letters to the public and technical review comments. Must possess strong interpersonal and public relations skills to work effectively with various staff members in a team setting, citizens and other customers. Experience using a personal computer, word processing applications, printing and scanning equipment and Geographical Information System (GIS) based programs or related permitting review and/or government software. Specific experience in zoning ordinance and zoning concepts is highly desired, as well as experience in reviewing permit applications and other zoning related legal documents.

PHYSICAL REQUIREMENTS:
Position is primarily sedentary; however, employee may be required to do some walking, standing, bending, and carrying of items up to 10 pounds in weight; and requires the ability to reach and bend in order to retrieve files from a 7-foot high, open shelf filing system. Work requires the ability to operate keyboard-driven equipment and the ability to access, input and retrieve information from a computer.
