Job Announcement

Performs as project manager and systems architect working under general direction, and reports directly to program director. Has overall responsibility for planning, directing and coordinating activities pertaining to health and human services technology and business unit(s) projects or systems on an enterprise level. Ensures that project goals are accomplished and in line with business objectives. Is responsible for managing the team that develops and carries out projects or enhancements to major systems. Is familiar with and monitors all major project or system activities ensuring the currency, quality and integrity of the information and providing consistency in content and "look and feel" across the enterprise. Works closely with the user community (and through business technologies) in determining how technology might assist in addressing their needs, then translates these needs into system requirements and design specifications. Leverages applications for competitive advantage. Manages a team of individuals who constantly search for creative ways to elevate the capabilities of technology systems to meet business needs, partly by adapting the technology to the needs of the customer.

Possession of a bachelor's degree in computer science or a related field; plus five years of experience in systems design, development, programming and maintenance, and/or project or program management experience or equivalent in a complex information systems environment and supervisory experience of internal staff and vendors/contractor staff, and /or experience in matrix management environment in a complex organization.

The appointee is required to complete a criminal background check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Maintains technical knowledge and skills specific to health and human services environment, including visual basic, C#, .Net Framework, SQL server, Transact-SQL, MS PowerApps, MS Power Automate, MS Power BI and database systems. Knowledge and experience in managing staff, project plans, and the budget process. Knowledge and experience in the area of analysis, design, and implementation of large projects and computer systems in different technologies, and platforms is necessary. Thorough knowledge of systems development life-cycle is needed. Knowledge and experience in project management and excellent communication skills are necessary.

Work is generally sedentary, performed in a normal office environment. All duties are performed with or without reasonable accommodation.
