Job Announcement

The Administrative Services Branch (ASB), in Capital Facilities (CAP) is seeking a Financial Specialist I who will be responsible for processing, monitoring and reconciling financial transactions and procurement documents capital projects. Processes documents related to WPFO, accounts payable, accounts receivable, bonds, purchase orders, financial contracts, and change orders. Prepares project accounting entries and financial activities related to operating and capital funds and reporting for up to 500 open projects. Assists in the maintenance of bond and debt service accounting for bond-funded projects. Ensures the integrity and accuracy of the financial records by performing detailed reconciliations, identifying errors, and preparing correcting entries. Participates in the year-end closing process, including accruals and reconciliations. Acts as a liaison with the divisions of capital facilities, and various departments. Supports system-reporting activities in generating reports for budget, accounting, reconciliations, and audits. Serves as backup support for other accounting personnel during peak workload periods. Manages special projects and other financial duties as assigned.

Note: The full salary range is listed for the pay grade. Required Knowledge Skills and Abilities

  • General knowledge of laws ordinances and regulations governing municipal finance;

  • Ability to complete budget documents in accordance with the Department of Management and Budget.


Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least 6 credit hours of basic accounting principles and concepts.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However, persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, credit check, and driving record check to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs will still be subject to the weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

PREFERRED QUALIFICATIONS:
  1. Knowledge of accounting principles.
  2. Two years of experience preparing accounting entries, analysis and reconciliations.
  3. Two years of experience and proficiency using SAP or a similar enterprise-wide financial systems.
  4. Ability to download data and manipulate data from SAP or an enterprise-wide financial system.
  5. Advanced and proven proficiency in Microsoft Excel.
  6. Demonstrated ability to successfully solve problems in a team-based environment.
  7. Excellent verbal and written communication skills, analytical skills and attention to detail.

PHYSICAL REQUIREMENTS:
Ability to lift up to 25 pounds. Ability to input, access, and retrieve information from a computer. Ability to read financial reports and use computer/PC to enter financial data into ERP system. Job is generally sedentary in nature however; the visual acuity is required to read data on computer monitor and operate keyboard driven equipment. Ability to sit and work at a computer terminal for extended periods of time. Ability to walk, bend and reach. All duties performed with or without reasonable accommodations.
