Job Announcement

Located at the Noman M Cole Pollution Control Plant in Lorton, Virginia, the Wastewater Treatment Division’s Engineering Support Branch (ESB) administers the facility’s $100 million per year capital improvement program (CIP); the facility’s regulatory compliance programs; and provides daily and long-term engineering support to operational and maintenance groups at the facility. ESB is looking for a skilled engineer and project manager to engage in the following:
  • Serve as a capital improvement project engineer, providing project management, technical direction, and coordination for critical projects. Project engineering and management activities include engineering analysis; development of initial project intent, scope and justification; development of and/or review and evaluation of designs, plans, and specifications; construction phase activities including inspection and coordination; process and facility start-up and testing, O&M training; and project closeout.
  • Lead, supervise, and mentor a group of assistant construction and maintenance project managers supporting the capital improvement program. Also, mentor and supervise an engineer technician to position primarily supporting the plant operations.
  • Lead and administer several ESB and CIP program functions such as overall CIP program training, new asset integration, and facility design standards.
  • Practice engineering on a variety of specialized and complex systems at the plant in support of operational and maintenance groups.
  • Support and advance other ESB and facility activities, programs, and projects. This includes CIP annual budgeting and program planning. This position requires use of knowledge of wastewater biological, mechanical, and chemical processes and operations and support systems (i.e., SCADA, instrumentation, etc.) to resolve technical issues and provide technical guidance.


Illustrative Duties

Depending on the functional area of assignment:
  • Administers design or construction contracts of at least one large, complex project valued at more than $75 million;
  • Negotiates or oversees the negotiation of contracts for the full range of engineering/architectural, environmental and construction services;
  • Coordinates County facility design or construction work with various architects, engineers, contractors, and consultants; supervises work performed under contract and maintains professional control of projects to completion;
  • Estimates staffing, budget, schedules and resources needed to meet completion dates;
  • Supervises subordinate staff of engineers and/or technicians working multiple smaller projects, utilizing either internal staff or external consultants or contractors;
  • Trains/mentors lower level engineers;
  • Conducts preliminary meetings with design professionals to discuss code issues related to complex projects;
  • Proposes and prepares revisions to technical design standards and ordinances;
  • Prepares and presents detailed reports, studies and complex technical material to diverse groups of stakeholders to gain support and consensus;
  • Prepares and presents reports to political boards and commissions at public hearings;
  • Attends project and administrative meetings and conferences, and makes recommendations concerning budget issues;
  • Serves as a technical advisor in specialty area;
  • Signs off on the work of others that are supervised and signs off on own work as a Professional Engineer or Registered Architect.


Required Knowledge Skills and Abilities

  • Depending on the functional area of assignment:
  • Knowledge of the principles, theory and practice of civil, architectural, and environmental engineering or urban planning;
  • Knowledge of computer applications and software (such as CAD) associated with the preparation of plans and engineering computations;
  • Knowledge of common methods and equipment used in engineering construction and of inspection methods used in reviewing such work;
  • Knowledge of the principles, practices and techniques relating to construction project management and contract administration;
  • Knowledge of Virginia Uniform Statewide Building Code and the codes and ordinances which apply to building construction in Fairfax County;
  • Knowledge of real property descriptions;
  • Knowledge of environmental testing methods;
  • Ability to review construction documents, designs and proposals for costs, design requirements and compatibility with County standards, guides and operational needs;
  • Ability to prepare reports, specifications, and contract documents, studies, and technical analysis and present findings in clear and concise format;
  • Ability to coordinate long-term, complex project plans;
  • Ability to plan, coordinate and oversee the work of team(s), subordinates and diverse professional and sub-professional engineering staff;
  • Ability to communicate and interact effectively with the public, senior County staff and the Fairfax County Board of Supervisors.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; plus five years of progressively responsible professional experience in the appropriate engineering field.

CERTIFICATES AND LICENSES REQUIRED:
  • A valid driver's license.
  • Professional Engineer (PE) or Registered Architect (RA)
An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a pre-employment physical examination to the satisfaction of the employer.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
The successful applicant must be highly motivated; possess the skills necessary to work in a fast-paced collaborative team environment; and be oriented towards providing outstanding customer service to end users and stakeholders. Other preferred qualifications include:
  1. Demonstrated effective team leadership and ability to manage both office and field personnel.
  2. Clear and concise oral and written communication skills and the ability to work collaboratively with WTD staff, stakeholders, construction and technical personnel, regulatory agency staff, and elected officials.
  3. Two years of supervisory experience.
  4. Strong knowledge of advanced wastewater treatment processes, regulations, and construction techniques used in the water and wastewater industry. Operational and/or maintenance experience in a utility is beneficial.
  5. Demonstrated ability to manage complex projects and make decisions.
PHYSICAL REQUIREMENTS:
Ability to write, communicate and understand process inspections and evaluations made in the field. Understanding of Engineering analysis and perform pc work. Must be able to walk, climb stairs and 28 ft ladders. All duties performed with or without reasonable accommodations.
